충남도가 오는 5월 보령댐 중심의 가뭄 ‘관심’ 단계 진입 가능성이 제기되면서 보령댐 저수율 하락에 대비해 가뭄 ‘선제 대응 모드’에 들어갔다.
이를 위해 충남도는 25일, 국립재난안전연구원이 5월 보령댐 유역의 가뭄 ‘관심’ 단계 진입을 경고함에 따라 관계 기관과 함께 비상 대응체계를 서둘러 가동한다고 밝혔다.
충남도와 한국수자원공사 보령권지사에 따르면 24일 기준 보령댐 저수율은 42.5%로, 지난 겨울 이후 지속적인 감소세를 보이며 30%대 진입이 눈앞에 다가온 상태다.
충남도와 수자원공사는 강화된 ‘보령댐 도수로 운영 기준’에 따라, 비용 부담에도 불구하고 가뭄 ‘관심’ 단계부터 도수로를 조기 가동해 용수 안전성을 최대한 확보한다는 방침이다.
충남도는 2016년 가뭄예경보제 시행 이후 관심·주의·경계·심각 등 총 17차례 가뭄재난을 발령했으며, 최근 3년간 도수로 가동일수는 2023년 130일, 2024년 31일, 2025년 169일에 이를 정도로 가뭄 대응이 상시화되고 있다.
양 기관은 도수로의 안정적 운영을 위해 시설 전반에 대한 합동 점검을 시행하고, 본격 가동 최소 2주 전에 시험운영을 진행할 계획이다.
도수로가 가동되면 금강에서 하루 최대 11만 5000톤의 원수가 보령댐으로 공급되지만, 서부권 생활·공업용수 사용량이 하루 약 27만 톤에 달해 도수로만으로는 수요를 충족하기 어렵다는 한계도 여전하다.
이 때문에 보령댐 의존도를 낮출 수 있는 대체 수자원 개발과 구조적인 물관리 체계 개편이 필요하다는 지적에 힘이 실리고 있다.
충남도는 오는 30일 기후에너지환경부, 한국수자원공사와 함께 ‘충남 서부권 가뭄 협의체’ 1분기 회의를 열고, 지역별 가뭄 상황과 예·경보(안)를 공유하며 선제적 대응 방안과 만성 가뭄 해소 대책을 논의할 예정이다.
충남도 관계자는 “보령댐 저수율이 40% 초반까지 떨어진 상황에서 단기 대응을 넘어 구조적 물부족 문제까지 함께 들여다봐야 할 시점”이라고 강조했다.
