그동안 의료, 요양, 복지 서비스는 각각 다른 제도로 운영돼 대상자가 필요한 서비스를 개별적으로 찾아야 하는 불편이 있었다.
하지만 통합돌봄사업이 시행되면 지자체가 중심이 되어 대상자를 발굴하고, 건강상태와 생활환경을 종합적으로 조사한 뒤 개인별 통합지원계획을 수립해 필요한 서비스를 통합적으로 연계·지원하게 된다.
시는 이번 제도 시행에 앞서 2025년 7월부터 시범사업을 추진하며 본격 시행 준비를 철저히 해왔다.
시범사업 기간 동안 관련 부서와 의료기관, 돌봄기관 등 지역 내 다양한 기관과 협력체계를 구축했으며, 통합돌봄이 필요한 대상자에게 적정 서비스를 연계하며 대상자 관리와 사례관리를 체계적으로 운영할 계획이다.
특히 통합돌봄은 의료 중심 사업으로, 어르신들의 높은 보건·의료 서비스 수요에 대응하기 위해 보건소가 사업의 핵심인 재택의료센터 방문진료사업을 직접 추진한다.
아울러 통합돌봄으로 연계된 대상자에게는 건강관리 서비스 연결과 만성질환 관리 등 보건의료 지원 기능을 강화해 나갈 계획이다.
또한 지역 병·의원과 협력해 다양한 보건·의료 서비스가 원활하게 제공될 수 있도록 체계적인 지원체계를 마련한다.
이와 함께 가사지원, 방문목욕, 식사지원, 이동지원, 주거환경 개선, 이미용 서비스 등 어르신 일상생활과 밀접한 돌봄 특화 서비스도 제공된다. 퇴원 예정 환자는 의료기관과 연계해 퇴원 후 재가에서 지속적으로 돌봄을 받을 수 있도록 지원받는다.
