행정수도 완성을 위한 세종시지원위원회 민간위원 간담회를 26일 열렸다.
세종시는 이날 시청 집현실에서 간담회를 열고 재정 위기 극복과 행정수도 완성을 위한 민관협력 방안을 논의했다.
세종시지원위원회는 국무총리를 위원장으로 관계 부처 장관과 민간 전문가 등으로 구성돼 세종시의 중장기 발전을 지원하는 범정부 차원 공식 기구다.
이번 간담회는 세종시의 재정적 어려움과 행정수도 완성을 위한 주요 현안을 논의할 세종시 전담조직의 출범에 앞서 민간위원에게 세종시의 여건과 대응 방향을 설명하기 위해 마련됐다.
민간위원으로는 박수정 충남대 교육학과 교수, 차미숙 국토연구원 선임연구위원, 원성수 공주대학교 행정학과 교수, 소재문 세종테크노파크 디지털융합센터장이 참석해 김하균 행정부시장과 의견을 나눴다.
이 자리에서 시는 민간위원들에게 ▲행정수도 완성 및 실질적 기능 강화 추진 ▲자치조직권 확보 및 행정구 도입 ▲재정 실태조사 및 제도개선 ▲대중교통 서비스 개선 ▲상가 활성화 정책 등을 설명했다.
이에 대해 차미숙 위원은 “국정과제로 선정된 행정수도 명문화는 국가적 약속이나 마찬가지”라며 “정부와 정치권에서 전폭적인 지원이 뒤따를 것으로 기대된다”고 말했다.
원성수 교수는 세종시의 자족기능 강화를 위해 공공기관 이전뿐만 아니라 기업 유치를 통한 일자리 확보가 필수적이라고 강조했다.
원 교수는 “인천 송도의 사례처럼 기업이 입지를 결정할 때 정주 여건 중에서도 특히 교육 환경을 최우선으로 고려한다”며 “행정수도 완성도 중요하지만, 지속적인 인구 유입과 기업 유치를 위해서는 최상위 수준의 교육 여건 확충이 반드시 병행되어야 한다”고 제언했다.
이와 관련해 박수정 교수는 관내 영재고와 국제고를 중심으로 시교육청과 협력해 교육여건을 개선할 것을 제안했다.
소재문 세종테크노파크 디지털융합센터장는 중앙부처와 타 지역 간의 접근성을 높여 행정수도의 기능을 강화해야 한다고 강조했다.
소재문 센터장는 “오송역에서 세종시를 오가는 시간이 크게 지연되고 있다”며 “대중교통 노선을 대폭 확충해 교통 편의를 개선하면 행정수도의 역할과 함께 거주민들의 만족도도 높아질 것”이라고 밝혔다.
이에 대해 김하균 부시장은 김민석 총리의 세종시 전담조직 설치 지시는 세종시지원위원회 민간위원의 각별한 지원 덕분이라며 앞으로도 민간위원의 의견을 적극 반영해 나갈 것을 약속했다.
그는 “국무총리실 산하에 구성되는 세종시 전담조직은 세종시의 현안이 국가적 의제로 격상되는 의미가 있다”며 “이를 토대로 수도 조항의 헌법 명문화와 재정특례 개선 등 세종시의 각종 주요 현안에 민간위원들의 꾸준한 관심과 협력을 바란다”고 말했다.
