이재명 대통령이 27일 "평화가 최고 안보로 싸워 이기는 것도 중요하며 싸우지 않고 이기는 건 더 중요하나 이보다 더 중요한 건 싸울 필요 없는 평화"라고 밝혔다.
이 대통령은 이날 오전 국립대전현충원에서 열린 제11회 서해수호의 날 기념식에 참석해 기념사에서 "고귀한 희생을 마다하지 않았던 55인 서해 수호 영웅들에게 머리 숙여 깊은 경의·추모 마음을 전한다"며 "사랑하는 이를 가슴에 묻고 긴 슬픔 세월을 견뎌오신 유가족 여러분에 진심 어린 위로 말씀을 드린다"고 했다.
그러면서 "전쟁 폐허를 딛고 일어선 대한민국의역사에서 공짜로 누린 봄은 단 하루도 없었고 저절로 주어진 평화는 단 한 순간도 없었다"며 "서해는 그 사실을 가장 뚜렷하게 증명하는 역사적 공간"이라고 했다.
또 "한치 방심도 허락할 수 없던 조국 최전선이며 생사가 달린 소중한 삶 터전이었고 공동체가 함께 지켜낸 국민의 바다"라며 "지금 이 순간도 자랑스런 해군·해병대 장병들이 거친 파도를 헤치며 조국의 바다를 수호하고 있다"고 했다.
이어 "오늘날 누리는 자유·평화·번영 밑바탕에 공동체를 위한 특별한 희생이 자리 잡고 있음을 결코 잊어선 안 된다"며 "올 5월부터 생활이 어려운 참전유공자 배우자에 매달 생계지원금이 지급될 것"이라고 전했다.
더불어 "2030년까지 보훈 위탁 의료기관을 전국 2000곳으로 확대해 국가유공자들이 가까운 병원서 언제든 편리하게 진료받을 수 있도록 할 것"이라고 말했다.
이 대통령은 "군 복무 시간이 사회서 정당한 자산으로 평가받을수록 제복 입은 시민들이 자긍심 갖고 복무에 임할 수 있도록 할 것"이라며 "이를 위해 공공부문에서 제대군인 호봉·임금 산정 때 근무 경력에 반드시 의무복무기간을 포함토록 했다"고 밝혔다.
