[브레이크뉴스=배종태 기자] 부산시가 세계적인 금융 허브로의 도약에 박차를 가하며 역대 가장 높은 성적표를 받아들었다.
부산시는 영국 컨설팅 그룹 지옌(Z/Yen)이 발표한 ‘국제금융센터지수(GFCI) 39차 보고서’에서 전 세계 120개 도시 중 23위를 기록했다고 밝혔다. 이는 지난 평가보다 2단계 상승한 수치로, 2014년 이후 최고 순위다.
꾸준한 상승세와 아시아권 입지 강화
부산의 순위는 2023년 상반기 37위에서 2024년 27위, 2025년 24위로 꾸준히 올랐으며, 이번에 23위를 기록하며 5회 연속 20위권을 수성했다. 아시아권 내에서는 홍콩, 싱가포르, 상하이, 두바이, 도쿄 등에 이어 10위에 이름을 올렸다.
특히 디지털 금융 경쟁력을 나타내는 '핀테크 지수'에서는 전 세계 116개 도시 중 16위를 차지했다. 이는 직전 평가 대비 6단계나 뛰어오른 성적으로, 부산이 디지털 금융 도시로서 강력한 성장 동력을 확보했음을 보여준다.
인프라 확충과 차별화된 생태계 조성의 결실
이번 성과는 부산국제금융센터(BIFC) 3단계 준공과 더불어 해양·디지털 금융 인프라를 집중적으로 확충한 결과로 분석된다. 시는 글로벌 해운중개사 클락슨과 해양금융 특화 자산운용사 워터라인을 부산에 집적시키고, 부산 미래성장 벤처펀드 등 산업혁신 정책펀드를 지속해서 확대하며 핵심 기반 시설을 다져왔다.
또한 대한민국 유일의 블록체인 규제자유특구를 기반으로 국내 최초 조각투자 유통 전담 거래소인 KDX 컨소시엄을 유치하는 등 디지털 금융의 신성장 동력을 확보한 점이 주요 요인으로 작용했다.
2030년 ‘글로벌 톱 20’ 진입 목표
부산시는 BIFC 3단계를 핀테크, 블록체인, 인공지능(AI) 기업이 모이는 ‘디지털 금융 밸리’로 특화 개발해 성장세를 이어갈 방침이다.
박형준 부산시장은 “이번 역대 최고 순위 달성은 부산 금융중심지 정책이 본격적인 궤도에 올랐음을 증명한다”며 “해양과 디지털 금융이라는 차별화 전략을 통해 2030년까지 세계 20위, 아시아 5위권 금융도시로 도약하겠다”고 강조했다.

Busan is accelerating its leap into a global financial hub, achieving its highest-ever rankings in international competitiveness.
Busan Metropolitan City announced that it ranked 23rd among 120 cities worldwide in the 39th Global Financial Centres Index (GFCI) report, published by the British consulting firm Z/Yen. This marks a two-place rise from the previous evaluation and represents the city's best performance since 2014.
Steady Rise and Strengthening Position in Asia
Busan's ranking has shown a consistent upward trend, moving from 37th in early 2023 to 27th in 2024 and 24th in early 2025. By reaching 23rd this year, the city has maintained its position in the top 20s for five consecutive evaluations. Within Asia, Busan now ranks 10th, following major hubs such as Hong Kong, Singapore, Shanghai, Dubai, and Tokyo.
In the "Fintech Index," which measures digital financial competitiveness, Busan climbed six spots to reach 16th out of 116 cities. This significant jump underscores the city's growing momentum as a powerhouse for digital finance.
Fruits of Infrastructure Expansion and Specialized Ecosystems
This achievement is analyzed as the result of concentrated efforts to expand maritime and digital financial infrastructure alongside the completion of the third phase of the Busan International Finance Center (BIFC). The city has strengthened its core foundations by attracting global maritime broker Clarkson and maritime-specialized asset manager Waterline to Busan, while continuously expanding industrial innovation policy funds such as the Busan Future Growth Venture Fund. Furthermore, securing the KDX Consortium—Korea’s first exchange dedicated to fractional investment—based on the nation's only Blockchain Special Regulation-Free Zone, served as a key driver in securing new growth engines for digital finance.
Vision for 'Global Top 20' by 2030
Busan plans to sustain this growth by developing BIFC Phase 3 into a specialized "Digital Finance Valley," clustering companies and investment functions based on fintech, blockchain, and artificial intelligence (AI).
"Achieving this record-high ranking proves that Busan's policies as a financial hub are yielding tangible results," said Mayor Park Heong-joon. "Through differentiated strategies centered on maritime and digital finance, we will leap forward to become a top 20 global financial city and a top 5 Asian hub by 2030."
