이번 제도 개선으로 농업경영주의 배우자가 일시적으로 취업해 건강보험 직장가입자나 국민연금 사업장가입자가 되더라도, 연간 90일 이상 영농에 종사하고 근로소득이 연 2천만 원 미만일 경우 농업인 자격을 유지할 수 있게 됐다.
그동안 농촌 현장에서는 농업경영주의 배우자가 단기간 취업할 경우 농업인 자격에서 제외되는 문제가 지속적으로 제기돼 왔다. 특히 농한기 등 생계 보전을 위한 일시적 경제활동이 필요한 상황에서도 현행 기준이 이를 충분히 반영하지 못한다는 지적이 이어져 왔다.
농식품부는 이러한 현장 의견을 반영해 농업인의 소득 안정과 지속적인 영농활동 지원을 위해 제도 개선을 추진했으며, 이번 개정을 통해 농업경영주 배우자의 공동경영 참여가 더욱 활성화될 것으로 기대하고 있다.
농관원은 제도 시행에 맞춰 공동경영주 등록과 농업인 확인 절차가 원활히 이뤄질 수 있도록 지역 사무소 중심의 민원 대응을 강화할 계획이다.
공동경영주 등록을 신청하려는 배우자는 신청일 기준 최근 12개월간 건강보험료 납부확인서와 영농사실확인서(농지 소재지 이장 또는 마을 농업인 2인 이상 확인)를 주소지 관할 농관원 사무소에 제출해야 한다. 이후 근로소득 심사와 현장조사를 거쳐 최종 등록 여부가 결정된다.
서준한 지원장은 “이번 제도 개선은 농촌 현장의 목소리를 반영한 의미 있는 변화”라며 “앞으로도 농업경영체 등록 제도를 합리적으로 운영해 농업인의 편의 증진에 힘쓰겠다”고 밝혔다.

Spouses applying for joint business owner registration must submit a confirmation of health insurance premium payments for the past 12 months from the application date and a confirmation of farming activities (confirmed by the village head or at least two village farmers) to the NAQS office with jurisdiction over their address. Subsequently, the final decision on registration will be made following an income review and on-site inspection.
Director Seo Jun-han stated, "This system improvement is a meaningful change that reflects the voices of the rural community," adding, "We will continue to strive to enhance convenience for farmers by operating the agricultural business entity registration system in a rational manner."
