중앙정부 사후 통제에서 ‘자율 책임 행정’으로 패러다임 전환
독립적 자치감사위원회 설치로 지방 행정 투명성·전문성 확보 기대
더불어민주당 황명선 의원(충남 논산·계룡·금산)이 지방자치단체의 자율성과 책임 행정을 강화하기 위한 ‘지방자치법 일부개정법률안’을 대표 발의하며 지방자치 패러다임의 획기적인 변화를 예고했다.
이번 개정안은 그동안 국회나 감사원, 중앙부처 등 외부 기관에 의존해 왔던 사후적·통제 중심의 감사 체계에서 벗어나, 지자체가 스스로 행정의 적정성을 점검하고 바로잡는 ‘내부 자정 시스템’ 구축을 골자로 한다.
