천안 서북구가 불법 광고물을 부착한 아파트 견본주택에 대해 단속에 나서질 않아 시민들에게 빈축을 사고 있다.
앞서 불법 광고물에 대해선 대대적 단속에 나섰던 서북구가 정작 아파트 모델 하우스에 대해서는 불법을 외면하고 있어 이중적 잣대라는 비판이 나온다.
'브레이크 뉴스' 취재를 종합하면 불법 광고물이 있는 곳은 천안시 두정로 1279 '동일 하이빌 파크레인' 견본주택이다.
지난 27일 시행자인 D사는 이 곳에 '동일 하이빌 파크레인' 건본주택을 개관하고 분양에 나섰다. 하지만 모델하우스에는 불법 광고물로 가득하다 .
불법 현수막만 10개가 넘는다. 건물 외벽에는 회사 이름에 전화번호까지 채워 넣었다.
지정된 현수막 외에 외벽 전체를 가리는 대형 현수막은 모두 불법으로 철거 대상이다.
옥외광고물법 위반 시 1년 이하의 징역 또는 1천만 원 이하의 벌금에 처해질 수 있다.
그럼에도 이를 비웃기라도 하듯 업체는 홍보에만 열을 올리고 있다,
인도에 내놓은 입간판과 배너 현수막은 보행자의 안전과 통행를 방해하고 있다.

이런데도 서북구는 단속은 커녕 뒷짐만 지고 있다.
취재가 시작되자 뒤늦게 확인에 나섰다. 불법광고물을 내걸고 분양에 나선지 일주일여 만이다. 봐주기로 비칠 수 있는 대목이다.
이에 대해 구 관계자는 "행정 조치를 취할 예정"이라며 " 한 달이 지나도록 컨테이너를 철거하지 않으면 이행 강제금을 부과하겠다"고 말했다.
불법광고물에 대해서는 답을 피했다.
주변에서는 서북구 행정에 이해할 수 없다는 반응이다.
시민 K 씨는" 위험 요소가 발견될 경우 지체 없이 철거하거나 시정 조치에 나서겠다고 공언해놓고 실질적인 단속은 이루어지지 않고 있다"고 말했다.
또 다른 시민 C씨도 "시정 명령 후 한 달이 지난 시점에 이행강제금을 부과하겠다는 것은 아파트 분양이 거의 끝난 시점"이라며 "완판을 위해 지원에 나선 모양새"라고 비판했다.
한편,천안서북구는 도시 경관을 향상시키겠다며 불법 광고물에 대한 집중 단속을 지난 24일부터 30일까지 벌여왔다.
