이번 사업은 노인과 장애인 등 돌봄이 필요한 주민이 살던 집에서 건강하고 편안한 생활을 영위할 수 있도록 보건의료, 요양, 돌봄, 주거 등 다양한 서비스를 통합적으로 지원하는 것이 핵심이다.
군에 따르면 현재 지역 내 65세 이상 노인은 8553명, 등록 장애인은 2396명으로 돌봄 수요가 지속적으로 증가하는 추세다.
군은 이러한 변화에 선제적으로 대응하기 위해 2024년 5월부터 ‘증평형 노인복지모델 시범사업’을 운영하며 지역 밀착형 돌봄모델을 현장에 적용해 왔다.
또 보건복지부 ‘의료·돌봄 통합지원 기술지원형 시범사업’에 2년 연속 참여해 서비스 연계 체계와 행정 기반을 다졌다.
이번 본사업은 그간의 성과를 토대로 지역 실정에 맞는 통합돌봄 체계를 본궤도에 올리는 단계로, 지역의 다양한 돌봄 자원을 유기적으로 연결하고 주민 수요에 맞는 맞춤형 서비스를 강화하는 데 초점을 맞췄다.
특히 군은 △바른자세 운동지도 서비스 △AI시니어 안심케어 △주거환경 개선 및 홈크리닝 △영양도시락 지원 등 9개 지역 특화사업을 발굴해 촘촘하고 빈틈없는 ‘증평형 돌봄망’을 구축했다.
이용자 부담은 소득·재산 수준에 따라 차등 적용하며, 수급자 등 취약계층은 감면 혜택을 적용해 서비스 이용의 사각지대를 최소화할 방침이다.
이재영 군수는 “통합돌봄은 서비스를 추가하는 개념이 아니라, 지역의 모든 돌봄 역량을 하나로 묶어 개인에게 꼭 필요한 맞춤 지원을 제공하는 것이 핵심”이라며 “시범사업을 통해 축적한 경험을 바탕으로 내 집에서 편안하고 행복한 일상을 누릴 수 있도록 ‘증평군다운 무한돌봄’을 실현하겠다”고 밝혔다.
