- 시민운동가로서의 경험은 춘천시장 후보 변지량에게 어떤 의미입니까
◇ 저는 춘천경실련 정책위원, 사무국장으로 활동하며 춘천의 주요 현안마다 늘 현장 한가운데 있었습니다. 공지천 복개 반대, 봉의산 조망권 확보, 혁신도시 유치운동, 소양강맑은물지키기운동, 내린천댐 반대, 혈동리 쓰레기매립장 갈등조정 등은 단순한 반대운동이 아니라 춘천의 미래가치를 지키는 일이었습니다. 시민운동은 저에게 행정이 놓친 부분을 보는 눈을 길러주었습니다. 시장은 책상 위에서만 일하는 자리가 아닙니다. 시민의 삶 속으로 들어가 문제를 읽고 해법을 만들어야 합니다. 저는 그 훈련을 오래 해왔습니다.

◇ 저는 춘천의 가장 큰 문제를 한마디로 ‘전략의 부재’라고 봅니다. 도시가 어디로 가야 하는지 큰 그림이 없습니다. 눈앞의 사업은 있는데 미래를 바꾸는 설계가 없습니다. 춘천은 수도권과 가깝고, 호수 등 자연환경과 역사문화 자산까지 갖춘 도시입니다. 그런데도 청년은 떠나고, 원도심은 쇠퇴하고, 도시 활력은 떨어지고 있습니다. 도시를 운영하는 수준이 아니라 도시를 재설계하는 리더십이 필요합니다.
- 그렇다면 춘천의 미래를 위한 핵심 비전은 무엇입니까

◇ 제가 특히 자신 있게 말씀드리는 공약은 춘천을 대한민국 파크골프 수도로 만들고, 동시에 전국 최고의 반려동물 친화도시로 육성하겠다는 구상입니다. 우선 파크골프장 200홀 규모의 클러스터를 단계적으로 조성해 시민 누구나 쉽게 생활체육을 즐기고 건강을 증진할 수 있도록 하겠습니다. 파크골프는 어르신들만의 운동이 아니라 세대가 함께 즐기는 건강 스포츠이자 체류형 스포츠관광 산업으로 키울 수 있는 분야입니다. 수도권 2천만 배후 수요를 춘천으로 끌어들여 숙박, 음식, 교통, 유통, 지역상권 전반에 새로운 활력을 불어넣는 경제 활성화의 기폭제로 만들겠습니다.

Opposing the covering of Gongji Stream, securing the view of Mt. Bongui, campaigning to attract the Innovation City, protecting the clean waters of the Soyang River, opposing the Naerincheon Dam, and mediating the conflict over the Hyeoldong-ri landfill were not merely opposition movements, but acts of protecting Chuncheon's future value. Civic activism helped me develop an eye for spotting what the administration had overlooked. The position of mayor is not one to work solely from behind a desk. Chuncheon is a city close to the capital area, equipped with natural environments such as lakes and historical and cultural assets. ◇ I am advocating for the ‘Redesign of Chuncheon’s Future for the Next 100 Years.’ There are five key points. First, Chuncheon as an AI-Advanced City. I will establish Chuncheon as a hub for future industries by attracting businesses, fostering a startup ecosystem, and creating jobs for young people. Second, the Great Transformation of Camp Page. While Chuncheon is good as a tourist city and an administrative city, it currently lacks an industrial ecosystem where young people feel they can realize their dreams. I will focus on industries that Chuncheon can realistically foster, such as AI, data, biotechnology, and digital content. I will reorganize the Camp Page and Old Downtown areas into a central hub for youth startups and innovative companies, and design housing and cultural infrastructure for young people alongside it. Youth policy is not just about a few pennies in subsidies; it is about transforming the urban structure.
- How will you address the issue of the Old Downtown's decline?
◇ The Old Downtown is the heart of Chuncheon. However, it is currently losing vitality as commercial districts collapse and foot traffic declines. I believe we need to fundamentally redesign the Old Downtown, rather than simply repairing it. We must revitalize transportation, parking, commercial, residential, and cultural functions together. ◇ Chuncheon possesses ample potential. It is a city where Lake Uiam, the Soyang River, Jungdo Island, Mt. Bongui, Camp Page, Dakgalbi and Makguksu, and festivals and art can all come together. The problem is that we have failed to weave these elements into a single strategy. I will transform Chuncheon into a four-season, stay-type tourist city by restoring Jungdo and the Royal Palace, developing Camp Page into a premium park, creating a lake-centered tourism belt, and fostering a high-quality culture and arts city. It must become a city people want to stay in, not a city they merely pass through.
- What is the reason you left the Democratic Party and joined a conservative party?
◇ I once believed that the Democratic Party-affiliated parties played the role of healthy progressivism, pursuing values of reform for the common people and the vulnerable, balanced development, and fairness without denying the identity of the Republic of Korea. I stayed with them for a long time because I also resonated with those values. However, I concluded that the Democratic Party had drifted further away from the image of a rational reform party that I had envisioned, going through the Moon Jae-in administration and the Lee Jae-myung leadership. I observed a trend where, as the party became ideologically skewed and compounded by controversies over pro-North Korean leanings and confusion regarding national identity, even the firm conviction regarding the Republic of Korea's liberal democracy and fundamental order was being called into question. I clearly hold the conviction that we must protect the Republic of Korea's liberal democracy, the rule of law, the market economy, and robust national security. In that regard, I concluded that my political philosophy could no longer align with the Democratic Party's line, and ultimately, I had no choice but to make this decision. I want to become a mayor who prioritizes policy over political engineering and the lives of citizens over partisan logic. What is needed to change Chuncheon is action, not words.
- Candidate Byun, what do you consider your greatest strength?
◇ It is my diverse experience. I learned planning and budgeting at a company, gained a grasp of the field through civic activism, learned policy through party activities, and internalized the administrative system by participating in provincial administration. There are not many candidates who have experienced all four of these things together. I am not someone who merely speaks of ideals, but someone who has deliberated on how to actually implement them. A prepared mayor—that is my competitive edge.
- Conversely, what do you think needs improvement?
◇ I am well aware that some citizens may feel fatigued due to my experience running for office multiple times. However, I consider this an asset that has made me prepare even more earnestly, rather than a weakness. Failure and frustration could not break me; on the contrary, they humbled me and made me more I have encouraged you to study.
