[브레이크뉴스=배종태 기자] 박형준 부산광역시장이 최근 국무회의에서 나온 '부산 글로벌 허브도시 조성에 관한 특별법(이하 글로벌 허브도시 특별법)' 관련 발언에 대해 강한 유감을 표하며 중앙정부의 이중적인 태도를 정면으로 비판했다.
박 시장은 며칠 전 자신의 사회관계망서비스(SNS)를 통해 "이미 2년 전 발의되어 정부 협의를 마쳤고, 여야 합의로 상임위까지 통과한 법안을 노골적으로 저지하려는 행태에 황당함을 감출 수 없다"며 포문을 열었다.
다른 지역은 통과, 부산만 ‘발목’... 형평성 문제 제기
박 시장은 이번 사안을 명백한 '부산 차별'로 규정했다. 그는 이미 전북과 강원 등 다른 지역의 특별법은 통과되어 시행되고 있다는 점을 강조하며, 유사한 수준의 특례를 담은 부산 특별법만 유독 견제받는 이유를 따져 물었다.
특히 특정 지역에는 통합과 발전을 명분으로 막대한 예산과 특례를 지원하면서, 스스로 자생력을 갖추려는 부산의 노력은 오히려 뭉개려 한다고 날을 세웠다. 그는 "앞으로는 지역균형발전을 내세우면서 뒤로는 노골적인 지역 차별을 서슴지 않는 이유가 무엇인지 묻고 싶다"고 성토했다.
“해양수도 공약은 어디로?”... 산업은행 이전 등 현안 지체 비판
글로벌 허브도시 특별법은 부산을 해양수도 및 북극항로의 거점 도시로 육성하기 위한 핵심 제도적 장치다. 박 시장은 현 정권이 공약했던 '해양수도 부산'의 비전과 이번 법안 저지 움직임이 정면으로 배치된다는 점을 지적했다.
그는 "산업은행 부산 이전은 가로막고, 특별법마저 발목을 잡으면서 어떻게 해양수도를 만들겠다는 것이냐"며 "국민의힘 정권에서 추진했다는 이유로 정치적 딱지를 붙여 반대하는 것이라면 이는 국가 발전을 저해하는 행위"라고 비판했다.
부산 시민의 분노 경고... “정치적 계산 그만둬야”
마지막으로 박 시장은 부산 시민들의 민심을 전하며 강력한 대응 의지를 시사했다. 그는 "부산 시민들은 결코 호구가 아니다"라며, 지역 발전을 위한 정당한 요구가 정치적 논리에 의해 계속해서 묵살될 경우 시민들의 거센 저항에 직면할 것이라고 경고했다.

The Global Hub City Special Act is a core institutional mechanism designed to foster Busan as a maritime capital and a hub for the Arctic route. "How can you claim to create a maritime capital while blocking the relocation of the Korea Development Bank (KDB) and tripping up the Special Act?" he criticized. "If this is being opposed simply by attaching a political label because it was promoted by the People Power Party administration, it is an act that hinders national development."

Finally, Mayor Park signaled a strong intent to respond by conveying the sentiments of Busan residents. He warned that "Busan citizens are by no means pushovers," and if legitimate demands for regional development continue to be dismissed by political logic, the government will face fierce resistance from the citizens.
Mayor Park strongly urged the central government to abandon political calculations and actively cooperate in passing the Global Hub City Special Act from the perspective of genuine balanced regional development.
