2일 동구의회 제351회 임시회 1차 본회의 5분 자유발언에서 안평훈 의원은 “동구 하천·계곡 불법 점용 시설이 108건에 달한다”며 “철저한 조사와 강력한 행정조치가 필요하다”고 밝혔다.
안 의원에 따르면 최근 진행된 전수조사 결과, 하천과 계곡 곳곳에서 무단 설치된 시설물이 108건 적발됐다. 이들 시설은 하천 흐름을 방해해 집중호우나 태풍 시 재해 위험을 키우고, 자연경관 훼손과 생태계 교란까지 우려된다는 지적이다.
특히 팔공산 일대의 경우 계곡에 천막, 제단 등 무속 기도터가 꾸며진 채 쓰레기와 촛농 등이 방치되어 환경오염이 발생하고 있다. 일부 기도터에서는 기도비를 받거나 물품을 판매하는 등 사실상 불법 영업 행위도 이뤄지고 있는 것으로 알려졌다.
안 의원은 “하천과 계곡은 특정인의 소유물이 아니라 주민 모두의 소중한 자산”이라며 “불법 점용 시설에 대해 예외 없이 원칙대로 철거해야 한다”고 강조했다.
이어 “지자체와 경찰, 환경 관련 기관이 협력해 상시 점검과 재발 방지 대책을 마련할 필요가 있다”고 덧붙였다.
안 의원은 “불법을 관행으로 용인하는 순간 행정의 신뢰는 무너진다”며 “주민들에게 안전하고 깨끗한 자연환경을 돌려줘야 한다”고 말했다.

He further added, “It is necessary for local governments, the police, and environmental agencies to cooperate to establish measures for regular inspections and prevention of recurrence.”
Representative Ahn stated, “The moment illegality is condoned as a custom, trust in the administration crumbles,” and said, “We must return a safe and clean natural environment to the residents.”
