[브레이크뉴스=배종태 기자] 부산시가 독거노인과 중증장애인을 위한 응급안전안심서비스 전용차량을 전면 도입하며, 촘촘한 현장 대응 체계 구축에 나섰다. 전국 광역 지자체 가운데 처음으로 모든 수행기관에 전용차량을 갖추며 ‘골든타임 확보 도시’로의 전환을 본격화했다.
전용차량 17대 전달… 현장 밀착 돌봄 강화
박형준 시장이 이끄는 부산시는 4월 2일 오전 시청 대형버스 주차장에서 응급안전안심서비스 전용차량 전달식을 개최했다.
이날 행사에는 박 시장을 비롯해 사회복지공동모금회 관계자, 수행기관 종사자 등 약 100명이 참석했으며, 총 17대의 전용차량이 공식 전달됐다.
이번 구축으로 부산 내 17개 수행기관 전체에 전용차량이 100% 보급되면서, 응급관리요원의 기동성과 대응 속도가 크게 향상될 전망이다.
1만9천 세대 돌보는 안전망… 연간 1200건 대응
응급안전안심서비스는 독거노인과 중증장애인 가구에 화재 감지기 등 디지털 장비를 설치해 위급 상황 발생 시 즉각 대응하는 예방형 돌봄 사업이다.
현재 부산에서는 약 1만9천 세대가 해당 서비스를 이용하고 있으며, 2025년 한 해 동안 약 1200건의 응급 호출에 대응해 실질적인 생명 보호 역할을 수행했다.
전용차량 도입으로 응급관리요원의 이동 범위가 확대되면서, 현장 도착 시간 단축과 골든타임 확보 효과가 더욱 커질 것으로 기대된다.

향토기업 기부로 완성된 민관협력 모델
이번 전용차량 구축은 지역 기업의 기부로 완성된 점에서 의미를 더한다. SB선보는 2025년 7월 1억7000만 원을 기부해 10개 기관 차량을 지원했고, 파나시아는 같은 해 9월 1억1900만 원을 기부해 나머지 7개 기관 차량을 마련했다.
이로써 총 17대 차량이 2026년 1월까지 모두 출고되며 사업이 완성됐다. 공공과 민간이 협력해 사회안전망을 강화한 대표 사례로 평가된다.
‘움직이는 안심센터’… 119와 연계 신속 대응
이번에 도입된 전용차량은 단순 이동 수단을 넘어, 활동량 감지기와 화재 감지기 등과 연동되는 시스템을 갖췄다.
응급 상황 발생 시 119와 연계해 신속히 출동하는 ‘움직이는 안심센터’ 역할을 수행하게 된다. 또한 차량 래핑을 통해 서비스 인지도를 높여 시민 신뢰도 향상에도 기여할 것으로 보인다.
“돌봄 사각지대 없는 도시로”
박형준 시장은 “전국 최초로 전용차량 100% 구축을 완료한 것을 뜻깊게 생각한다”며 “이번 차량은 긴급 상황에서 신속 대응하는 핵심 인프라가 될 것”이라고 밝혔다.

이어 “기업 기부와 행정이 결합된 민관협력 모델이라는 점에서도 의미가 크다”며 “앞으로도 돌봄 소외 계층이 없는 도시를 만들기 위해 현장 밀착형 안심 돌봄을 지속적으로 강화하겠다”고 강조했다.

Busan has taken a major step toward strengthening its emergency response system for vulnerable residents by fully deploying dedicated vehicles for its emergency safety service program. The city becomes the first metropolitan government in Korea to equip all service providers with specialized vehicles, reinforcing its commitment to protecting critical response “golden time.”
On April 2, the city held an official handover ceremony at Busan City Hall, where 17 vehicles were delivered to agencies responsible for the emergency safety service. The event was attended by Mayor Park Heong-joon, representatives from the Community Chest of Korea, partner organizations, and frontline service personnel.
The emergency safety service is designed to support elderly people living alone and individuals with severe disabilities by installing digital monitoring devices such as fire and activity sensors in their homes. When an emergency occurs, the system immediately alerts response personnel, enabling rapid on-site action.
Currently, about 19,000 households in Busan benefit from the service. In 2025 alone, approximately 1,200 emergency calls were handled, highlighting the program’s critical role in safeguarding lives. With the introduction of dedicated vehicles, response teams are expected to reach emergency sites more quickly and operate more efficiently across wider areas.
The full deployment of the vehicle fleet was made possible through donations from local companies. SB Sunbo contributed 170 million won to support 10 agencies, while Panasia donated 119 million won to fund vehicles for the remaining seven agencies. The initiative stands out as a strong example of public-private partnership in strengthening the social safety net.
These newly introduced vehicles are more than just transportation tools. Integrated with advanced monitoring systems, they function as “mobile safety centers,” enabling coordinated and rapid response alongside emergency services such as 119. The vehicles are also visibly marked to increase public awareness and trust in the service.
Mayor Park emphasized that the initiative represents both administrative innovation and meaningful collaboration with the private sector. He stated that the city will continue to enhance the program and expand on-the-ground, responsive care to ensure that no vulnerable resident is left without support.
