이번 교육은 옥천군 주민자치위원 100여 명이 참석한 가운데, 주민자치회의 역량을 농어촌기본소득 정책과 연계해 실질적인 지역 발전 동력을 확보하기 위해 마련됐다.
먼저 일소공도 구자인 소장이 ‘한국 농촌 읍·면자치의 4대 당면과제’를 주제로 강연을 진행했다. 구 소장은 국민주권정부의 주민자치 정책 동향을 분석하고 ▲자치계획 수립 경로 ▲농촌형 주민자치회 구성 ▲실행법인 설립 및 운영 ▲읍·면 행정개혁 방안 등 농촌 지역 주민자치가 나아가야 할 4대 핵심 방향을 제시했다.
이어 두 번째 강의에서는 청양군지역활성화재단 노승복 센터장이 ‘읍·면 주민자치에 기반한 농어촌기본소득 활용방안’을 주제로 강의했다. 노 센터장은 청양군 사례를 중심으로 주민자치회와 실행법인이 기본소득과 연계될 때 형성되는 지역경제 선순환 구조와 중간지원조직의 필수적 역할을 강조했다.
