【충북 브레이크뉴스】임창용 기자=충북 증평군이 3일 군청 소회의실에서 김두환 부군수 주재로 ‘지방정부 국정 비상 점검회의’를 열고 지방행정 공백 방지와 민생경제 대응 상황을 종합 점검했다.
최근 중동 사태 장기화로 정부의 원유 자원안보 위기경보가 ‘경계’ 단계로 격상되는 등 대외 경제 불확실성이 커지면서 지역 경제에 미칠 영향을 최소화하기 위한 선제 대응 차원이다.
이날 회의에서는 △지방행정 공백 방지 및 엄정한 공직기강 확립 △민생 안정을 위한 지방재정 운용 및 경제 상황 관리 등을 중심으로 논의가 이뤄졌다.
군은 선거 분위기에 편승한 소극적 업무 행태나 복무 위반 사례가 발생하지 않도록 자체 감찰 활동을 강화하고 정치적 중립 의무 준수와 선거 관여 금지 사항에 대한 점검을 철저히 할 방침이다.
또한 고유가·고물가로 인한 서민 부담 완화와 국민 생활 안정을 위한 정부 추가경정예산 사업이 국회에서 의결되는 즉시 신속히 집행할 수 있도록 사전 준비 체계도 점검했다.
군은 특히 고유가 피해 지원금 등 총 26조2000억 원 규모로 편성된 정부 추경 사업과 연계해 관련 민생 정책이 지역 현장에서 차질 없이 집행될 수 있도록 준비를 강화할 계획이다.
앞서 군은 전날인 2일 ‘비상경제대응 TF’ 첫 회의를 열고 민생물가 관리와 기업 지원, 에너지 수급 안정 등 분야별 대응 계획을 긴급 점검하며 대응 체계를 가동했다.
비상경제대응 TF는 부군수를 단장으로 상황총괄반, 민생물가안정반, 수출입기업지원반, 에너지안정반 등 4개 대응반으로 구성돼 운영된다.
군은 TF를 중심으로 물가 관리와 기업 지원, 에너지 수급 안정 등 분야별 대응을 추진할 계획이다.
우선 62개 중점 관리 품목에 대한 물가 모니터링을 강화하고, 소상공인을 대상으로 연 3% 이차보전금 지원 확대와 점포 시설 개선 등 경영환경 개선 사업을 병행한다.
또 수출입 기업 지원을 위해 ‘기업애로 신고센터’를 온·오프라인으로 운영하고 중소기업육성자금 이차보전 지원도 확대한다.
충청북도와 협력해 500억 원 규모의 경영안정 지원 자금 연계와 운전자금 만기 1년 연장 등 금융 지원책도 안내할 예정이다.
에너지 수급 관리 차원에서는 한국석유관리원과 합동으로 지역 내 주유소를 대상으로 가격표시제 위반과 석유 불법 유통 단속을 실시하고, 공공기관 승용차 요일제 운영 등 에너지 절약 대책도 병행한다.
아울러 종량제 봉투 재고 관리와 매수 제한 점검 등을 통해 사재기 우려에 따른 주민 불안 심리 차단에도 나설 계획이다.
김두환 부군수는 “선거 시기에도 행정의 연속성과 공직기강을 확립해 군민들이 행정 공백을 느끼지 않도록 하는 것이 무엇보다 중요하다”며 “대외 경제 여건 악화에 대비해 민생경제 안정과 지역 기업 피해 최소화를 위해 행정력을 집중하겠다”고 말했다.
