[브레이크뉴스=배종태 기자] 부산시장 경선이 진행되는 가운데 박형준 후보가 북항 개발 방향과 관련해 도시 전체를 아우르는 ‘글로벌 컬처 3축 도시’ 구상을 재확인하며 정책 비전을 제시했다.
북항 개발, 시설 선택 아닌 도시 전략 문제
박형준 후보는 브리핑에서 북항 개발을 두고 “어떤 시설을 지을 것인가의 문제가 아니라 부산의 핵심 공간을 어떻게 배치하고 미래 산업을 어떻게 담을 것인가에 대한 도시 전략”이라고 강조했다. 현재 경선 과정에서 북항 야구장 건립과 K-팝 아레나 조성 등 다양한 공약이 제시되고 있지만, 보다 큰 틀의 도시 설계가 필요하다는 입장이다.
사직 야구장 “재원 확보 완료, 계획대로 추진”
사직 야구장 사업에 대해서는 이미 기반이 확보된 만큼 차질 없이 진행하겠다고 밝혔다. 부산시는 롯데 자이언츠와 817억 원 규모의 부담금 협약을 체결했고, 문화체육관광부 국비 299억 원도 확보한 상태다.
북항, K-콘텐츠 기반 복합 리조트로 개발
북항 랜드마크 부지에 대해서는 88층 초대형 타워 건립이 추진 중인 점을 언급하며, 해당 지역을 단순 스포츠 시설이 아닌 AI·게임·디자인·해양 신산업과 K-콘텐츠, IP 기반이 결합된 복합 문화·관광 리조트로 개발하겠다고 밝혔다. 또한 시민 요구가 높은 바다 야구장에 대해서는 제2구단 유치와 연계해 전략적으로 검토하겠다는 입장을 덧붙였다.
영도, 체류형 해양관광 중심지로 육성
영도 지역은 ‘100년 부활 프로젝트’를 통해 관광특구로 육성하고, K-팝 아레나를 중심으로 해양 신산업과 관광을 결합한 체류형 관광 거점으로 발전시키겠다는 계획이다.

글로벌 컬처 3축 도시 구상 제시
박 후보는 부산의 공간 구조를 사직, 북항, 영도로 나누는 3축 전략을 제시했다. 사직은 야구와 스포츠 중심지, 북항은 미래 신산업과 K-컬처가 결합된 글로벌 산업 거점, 영도는 자연과 공연 콘텐츠가 결합된 해양관광 중심지로 각각 기능을 분담한다는 구상이다.
박 후보는 “시민들이 염원하는 바다 야구장 역시 현실로 만들어 가겠다”며 북항을 유력 후보지로 검토하고 있다"고 밝혔다.

Amid the ongoing Busan mayoral primary, candidate Park Hyung-joon reaffirmed his vision for redeveloping North Port, presenting a citywide strategy to transform Busan into a “three-axis global culture city.”
North Port debate framed as urban strategy, not facility choice
In a briefing, Park said the issue of North Port development “is not about what kind of facility to build, but about how to organize Busan’s key spaces and allocate future industries.” While proposals such as a new baseball stadium and a K-pop arena have emerged during the race, he emphasized the need for a broader urban planning approach.
Sajik stadium project to proceed with secured funding
Park said the Sajik baseball stadium redevelopment will move forward as planned, noting that the project’s foundation has already been secured. The city has signed an 81.7 billion won cost-sharing agreement with the Lotte Giants and obtained 29.9 billion won in central government funding from the Ministry of Culture, Sports and Tourism.
North Port to become K-content-based complex resort
Regarding the North Port landmark site, Park noted that plans for an 88-story tower are already underway through foreign investment. He said the area should be developed into a complex cultural and tourism resort integrating AI, gaming, design, and marine industries with K-content and intellectual property.
He added that the idea of a “seaside stadium,” which has strong public support, will be reviewed strategically in connection with attracting a second professional baseball team.
Yeongdo to be developed into stay-type marine tourism hub
Park also outlined plans to turn Yeongdo into a tourism district under the “100-year revival project,” combining marine industries with cultural attractions such as a K-pop arena to create a destination that encourages longer stays.
Three-axis development framework proposed
Under Park’s plan, Busan would be structured around three key areas. Sajik would serve as a hub for baseball and sports, North Port as a center for future industries and K-culture, and Yeongdo as a marine tourism hub blending nature with performance and entertainment.
Commitment to seaside stadium reiterated
Park reiterated his commitment to building a seaside baseball stadium, saying it would be realized in line with public demand and that North Port is being considered as a prime candidate site.
