인천시에 따르면, 제4경인고속화도로는 제1경인고속도로와 제2경인고속도로의 교통 혼잡을 완화하고, 신규 동서축 간선도로망을 구축하는 핵심 사업이다.
인천 미추홀구 용현동(인천대로)에서 장수IC와 부천을 거쳐 서울 구로구 오류동(오류IC)까지 연결되는 총연장 18.69㎞, 왕복 4~6차로의 소형차 전용도로로 건설될 예정이다.
수도권제1순환고속도로와 연결되는 장수JCT 구간을 제외한 대부분의 구간은 대심도 지하터널로 건설되며, 총사업비는 약 1조 8,015억 원, 공사기간은 약 5년이 소요될 전망이다.
