국토교통부는 우리나라가 국제민간항공기구(ICAO)에 제안한 ‘보조배터리 기내 안전관리 강화 방안’이 ICAO 이사회 최종 승인(2026년 3월 27일)을 거쳐 국제기준으로 확정됐다고 8일 밝혔다.
국토부는 2025년 1월 발생한 에어부산 화재 사고를 계기로, 보조배터리 반입 개수 제한, 기내 충전 및 선반 보관 금지 등의 안전대책을 시행해 왔다.
그러나 통일된 국제기준의 부재로 인해 우리나라를 비롯해 타 국가 및 항공사별로 규정이 상이하게 적용됨에 따라 국제선 이용객의 혼선은 물론, 일관된 안전관리 체계 구축에 한계가 있어 글로벌 표준화의 필요성이 꾸준히 제기돼 왔다.
국토부는 국제민간항공기구(ICAO)의 위험물패널회의(2025년 4월), 아·태항공청장회의(2025년 7월), ICAO 총회(2025년 9월) 등에서 보조배터리 기내 안전관리 기준 강화를 위한 국제기준 개정을 위해 지속적으로 제안해 온 결과, ICAO는 우리나라의 의제를 채택, 국제기준 개정을 추진해 2026년 3월 27일 ICAO 항공위험물운송기술지침(Doc 9284)에 보조배터리 반입수량 및 충전·사용금지 규정을 신설하고, 안전 기준을 대폭 강화했다.
기존 국제기준에서는 일반인이 가장 많이 사용하는 100Wh(2만7000mAh) 이하 보조배터리에 대한 반입 수량 제한이 없어, 국내 기준을 마련해 1인당 5개까지 제한했으나, 앞으로는 신설된 국제기준에 따라 보조배터리(Power bank)는 1인당 최대 2개(160Wh/43,000mAh 이하)로 반입이 제한된다.
보조배터리 자체를 충전하는 행위는 물론, 보조배터리를 이용해 스마트폰 등 타 전자기기를 연결해 충전하는 행위가 전면 금지된다.
국토부는 이번 국제기준 개정에 맞춰 ‘항공위험물운송기술기준(국토부 고시)’ 개정을 진행 중에 있으며, 제도 변화에 따른 현장의 혼선을 방지하기 위해 항공사, 공항공사 등과 긴밀히 협조하고 있다. 관련 종사자 교육과 안내문(누리집, 모바일 안내 포함) 정비 등을 철저히 마친 후, 20일부터 전면 시행할 계획이다.
