[브레이크뉴스=배종태 기자] 부산광역시는 국토교통부로부터 ‘노후계획도시 정비 기본계획’을 승인받아 이를 공식 고시하고, 부산 전역의 노후 주거지를 미래형 도시 구조로 개편하는 대전환에 착수했다.
이번 고시는 전국 특·광역시 중 최초의 사례로, 부산시는 이를 기점으로 인구 구조 변화와 가용 부지 한계에 대응한 집약적 도시 공간 활용을 본격화할 방침이다.
화명·해운대 1단계 정비… 녹지 네트워크와 복합 거뮤니티 확충
이번에 확정된 1단계 기본계획은 화명·금곡지구와 해운대 1·2지구 등 총 570만㎡ 규모를 대상으로 한다.
'화명·금곡지구'는 역세권을 중심으로 부족했던 생활 SOC를 대폭 확충하고, 금정산과 낙동강을 잇는 ‘그린·블루 네트워크’를 구축해 쾌적한 수변·산책 도시로 조성한다.
'해운대 1·2지구'는 신해운대역에서 해운대해수욕장에 이르는 ‘도시 활력축’을 기반으로 자율주행 교통체계와 보행 중심의 녹지 공간을 도입한다. 이를 통해 주거와 상업, 문화가 융합된 복합 도시 공간으로 탈바꿈시킨다는 계획이다.
패스트트랙 도입과 유관기관 협의체로 사업 속도 제고
부산시는 신속한 사업 추진을 위해 행정 절차를 간소화하는 실행 기반을 마련했다. 전문가와 유관기관이 참여하는 ‘특별정비계획 협의기구’를 제도화해 계획 수립부터 심의까지 지연 요인을 최소화하는 패스트트랙 체계를 가동한다.
또한 주택 수급과 교육 환경의 균형을 위해 부산시, 교육청, 구·군이 참여하는 협의체를 구성한다. 이를 통해 주택 공급 계획에 따른 학교 수용 여건을 사전에 조정하여 안정적인 도시 성장을 뒷받침할 예정이다.

주민 주도형 정비 지원… 2단계 계획 연내 고시 목표
주민 소통을 강화하기 위해 오는 4월 중 '부산권 미래도시지원센터'를 개소한다. 센터는 법령 안내, 사업성 분석, 맞춤형 컨설팅 등 정비사업 전 과정을 상담 지원한다. 아울러 주민 의견 수렴과 갈등 조정을 담당할 ‘특별정비계획 주민협의체’도 구성해 운영한다.
부산시는 다대, 만덕, 모라, 개금·당감 지역을 대상으로 한 2단계 기본계획 역시 이달 주민 컨설팅을 시작으로 행정 절차를 밟아 연내 고시를 완료할 계획이다.
15분 도시와 연계한 글로벌 허브 도시 도약
박형준 부산시장은 이번 정비 사업을 기존 ‘15분 도시’ 정책과 긴밀히 연계하겠다고 밝혔다. 부산 전역의 62개 생활권을 중심으로 생활 기능이 집약된 도시 구조를 설계해 시민의 삶의 질을 높이고 글로벌 허브 도시로서의 경쟁력을 확보한다는 구상이다.
박 시장은 "노후계획도시 정비는 다음 세대가 살아갈 공간을 재설계하는 중요한 과정"이라며 "시민의 일상이 편리해지고 다시 태어나도 살고 싶은 부산을 만들기 위해 행정력을 집중하겠다"고 강조했다.

Busan Metropolitan City has officially notified the "Old Planned City Redevelopment Master Plan" following approval from the Ministry of Land, Infrastructure and Transport. This marks the beginning of a major transformation to convert old residential areas across Busan into future-oriented urban structures. As the first case among special and metropolitan cities in South Korea, Busan intends to use this as a starting point to address demographic shifts and land limitations through intensive urban space utilization.
Phase 1 Redevelopment of Hwamyung and Haeundae: Expanding Green Networks and Complex Communities
The confirmed Phase 1 Master Plan covers a total area of 5.7 million square meters, including the Hwamyung·Geumgok districts and the Haeundae 1·2 districts.
In the 'Hwamyung·Geumgok District', the city will focus on significantly expanding social overhead capital (SOC) around station areas. It also plans to establish a "Green-Blue Network" connecting Geumjeongsan National Park with the Nakdong River to create a high-quality leisure environment.
In the 'Haeundae 1·2 District', a "Urban Vitality Axis" connecting Shin-Haeundae Station to Haeundae Beach will be developed. This area will feature autonomous driving transportation systems and pedestrian-oriented green spaces, evolving into a complex urban space where housing, commerce, and culture coexist.
Establishing Implementation Foundations: Fast-Track and Inter-agency Cooperation
To ensure rapid progress, Busan has established an implementation framework to streamline administrative procedures. A "Special Redevelopment Plan Consultation Body," consisting of experts and related agencies, will be institutionalized to operate a "fast-track" system from planning to administrative execution, minimizing potential delays.
Furthermore, a consultation body involving the Ministry of Land, Busan City, the Office of Education, and local districts (Gu/Gun) will be formed. This group will comprehensively review housing supply plans and school capacity to ensure stable urban growth where residential development and educational environments remain in balance.
Resident-Led Support and Goal for Phase 2 Notification Within the Year
To strengthen communication with citizens, the "Busan Future City Support Center" will open in April. The center will provide consulting throughout the entire redevelopment process, including legal guidance, feasibility analysis, and customized counseling. Additionally, a "Resident Consultation Body" will be operated to actively collect opinions and preemptively resolve conflicts.
The city is also preparing a Phase 2 Master Plan for the Dadae, Mandeok, Mora, and Gaegeum·Danggam areas. Following resident consultations starting this month, the city aims to complete the official notification for these areas by the end of the year.
Leap Toward a Global Hub City Linked to the '15-Minute City'
Mayor Park Heung-joon stated that the redevelopment project will be closely linked with the existing "15-Minute City" policy. By reorganizing Busan into 62 living zones and concentrating urban functions, the city aims to improve the quality of life for citizens and secure competitiveness as a global hub.
"Redeveloping old planned cities is a vital process of redesigning the spaces where our current and future generations will live," Mayor Park emphasized. "We will concentrate all administrative resources to create a Busan where daily life is convenient and people truly want to live."
