EM은 유용한 미생물군(Effective Micro-organisms)의 약자로, 효모·유산균·광합성 세균 등 발효 관련 미생물로 구성돼 항산화 물질을 생성하고 부패를 억제하는 효과가 있다.
보급기는 진천군청, 덕산읍 혁신도시 공원관리사무소, 초평면·문백면·백곡면·이월면·광혜원면 행정복지센터 등 총 7곳에 설치됐으며, EM 배양기 7대를 운영해 읍·면별로 주 1회 군민에게 보급하고 있다.
