구 의원은 13일 산업디자인 정책의 체계적 추진을 위해 ‘산업디자인진흥위원회’ 신설을 골자로 한 '산업디자인진흥법'개정안을 대표 발의했다고 밝혔다.
현행법은 산업디자인의 연구·개발 촉진과 산업경쟁력 강화를 위해 산업통상자원부가 관련 정책을 총괄하도록 규정하고 있다. 그러나 산업디자인은 기업 지원, 콘텐츠, 문화 등 다양한 분야와 밀접하게 연계돼 있어 산업통상자원부를 비롯해 문화체육관광부, 중소벤처기업부 등 관계 부처 간 협업이 필수적임에도 이를 총괄하는 공식적인 컨트롤타워는 부재한 실정이다.
현재 산업통상자원부는 한국디자인진흥원을 중심으로 디자인 산업 진흥과 기술 개발 사업을 추진하며, 개발 지원과 전시·홍보, 교육·연수 등 다양한 사업을 운영하고 있다. 이와 함께 문화체육관광부는 연간 70억~80억 원 규모의 공공디자인 진흥사업을, 중소벤처기업부는 중소기업 브랜드 디자인 개선 등 마케팅 지원사업을 각각 추진 중이다.
하지만 이처럼 부처별로 정책이 분산 추진되면서 중복 투자와 비효율 문제가 발생하고, 창업·콘텐츠·제조를 아우르는 통합 지원체계 구축에도 한계가 있다는 지적이 지속돼 왔다.
이번 개정안은 산업통상자원부 산하에 ‘산업디자인진흥위원회’를 신설해 ▲산업디자인진흥종합계획 수립 및 변경 ▲관련 제도 도입·개선 ▲부처 간 정책 협의 등을 심의·조정하도록 하는 내용을 담고 있다. 또한 종합계획 수립 시 위원회 심의를 의무화해 정책의 일관성과 전문성을 강화하도록 했다.
법안이 통과될 경우 산업디자인 정책의 분산 구조를 개선하고 부처 간 협업 체계를 공고히 해 디자인 기반 산업 생태계 전반의 경쟁력 강화에 기여할 것으로 기대된다. 특히 창업·콘텐츠·제조를 연계한 디자인 혁신 정책 추진에도 탄력이 붙을 전망이다.
구자근 의원은 “산업디자인은 단순한 외형 개선을 넘어 제조·콘텐츠·서비스 전반의 경쟁력을 좌우하는 핵심 요소”라며 “부처 간 칸막이를 허물고 통합적 정책 추진 체계를 구축해 산업디자인을 국가 성장동력으로 육성하겠다”고 밝혔다.

Rep. Koo announced on the 13th that he had introduced a representative amendment to the Industrial Design Promotion Act, centered on the establishment of the ‘Industrial Design Promotion Committee’ to systematically promote industrial design policies.
The current law stipulates that the Ministry of Trade, Industry and Energy (MOTIE) oversees related policies to promote research and development in industrial design and strengthen industrial competitiveness. However, industrial design is closely linked to various fields such as corporate support, content, and culture. Although collaboration among relevant ministries—including MOTIE, the Ministry of Culture, Sports and Tourism, and the Ministry of SMEs and Startups—is essential, there is currently no official control tower to oversee these efforts. Currently, the Ministry of Trade, Industry and Energy (MOTIE) promotes the design industry and technology development projects centered around the Korea Institute of Design Promotion, operating various programs including development support, exhibitions and publicity, and education and training. In addition, the Ministry of Culture, Sports and Tourism (MCST) is pursuing public design promotion projects worth 7 to 8 billion won annually, while the Ministry of SMEs and Startups (MSS) is implementing marketing support projects, such as improving brand designs for small and medium-sized enterprises (SMEs).
However, there have been persistent criticisms that the fragmented implementation of policies across ministries leads to issues of overlapping investment and inefficiency, as well as limitations in establishing an integrated support system encompassing startups, content, and manufacturing.
This amendment includes provisions to establish the ‘Industrial Design Promotion Committee’ under the Ministry of Trade, Industry and Energy to deliberate and coordinate matters such as the formulation and modification of the Comprehensive Plan for Industrial Design Promotion, the introduction and improvement of related systems, and policy consultations between ministries. Furthermore, it mandates committee deliberation when establishing the comprehensive plan to strengthen policy consistency and expertise.
If the bill is passed, it is expected to improve the fragmented structure of industrial design policies and solidify inter-ministerial collaboration, thereby contributing to strengthening the overall competitiveness of the design-based industrial ecosystem. In particular, it is anticipated to give momentum to the implementation of design innovation policies that link startups, content, and manufacturing.
Representative Koo Ja-keun stated, “Industrial design goes beyond mere cosmetic improvement and is a core element that determines the overall competitiveness of manufacturing, content, and services.” He added, “I will break down inter-ministerial barriers and establish an integrated policy implementation system to foster industrial design as a national growth engine.”
