14일 원주시에 따르면, 시는 지난 13일 시청에서 부시장을 비롯한 주요 간부 공무원들이 참석한 가운데 '거점도시 상생발전 전략 연구용역' 최종보고회를 열고, 대도시 특례 지위 확보를 위한 구체적인 정책 전략을 확정했다.

이번 연구용역은 비수도권 거점도시로서 원주시가 수행하고 있는 광역 행정 기능과 폭발적인 행정 수요를 객관적으로 분석하고, 현행 대도시 특례 제도의 한계를 극복할 실질적인 권한 확보 전략을 도출하기 위해 추진됐다.
보고회에서는 행정, 산업, 교통, 의료, 교육 등 5대 핵심 분야에서 원주시가 수행 중인 거점 기능을 종합적으로 분석한 결과가 공유됐다. 특히 이를 바탕으로 인구수라는 단순한 잣대를 넘어 '기능 중심'의 대도시 특례 기준을 마련하고, 도지사의 권한 일부를 시로 이양하는 특례사무 발굴 방안이 집중 논의됐다.
아울러 이번 연구는 원주시의 특례 지위 확보가 강원특별자치도 전체 및 인근 시군과의 상생 발전에 미치는 시너지 효과를 분석해, 지역 간 갈등을 최소화하고 공동 발전을 꾀할 수 있는 정책 방향도 함께 제시했다.
시는 이번 용역 결과를 근거 자료로 활용해 중앙정부와 국회, 강원특별자치도를 대상으로 특례 지위 확보의 당위성을 적극 피력하고 제도 개선을 강력히 건의할 계획이다. 또한, 원주와 유사한 규모의 비수도권 도시들과 연대해 공동 대응 체계도 강화할 방침이다.
