달성군에 따르면, 다사읍 박곡리와 이천리 일대 금호강 구간에 그동안 무단 경작과 쓰레기 적치 등으로 주민 민원이 잇따르자 지난 4월 13일부터 행정대집행에 들어갔다.
군은 사전 계도와 자진 철거를 수차례 안내했으나 불법 행위가 계속되자 관련 법령에 따라 강제 집행에 나섰다. 정비 과정에서 불법 경작지와 적치물이 모두 철거돼 하천의 배수와 유수 기능이 개선됐으며, 집중호우 시 재해 위험을 줄일 수 있게 됐다.
이번 정비는 부군수를 중심으로 한 전담 TF가 전수조사를 실시한 결과에 따른 것이다. 달성군은 하천과 계곡을 대상으로 전면 조사를 실시해 지금까지 총 639건의 불법행위를 적발했다. 국가하천 구간은 이미 조사와 정비를 마쳤으며, 지방하천과 소하천도 70% 이상 조사가 진행돼 정비가 확대되고 있다.
군은 적발된 불법행위에 대해 원상복구 명령과 행정대집행을 병행하고, 미정비 구간에 대해서도 순차적으로 정비를 이어갈 예정이다. 또, 상시 점검과 단속을 통해 불법 경작의 재발도 막겠다는 방침이다.
최재훈 달성군수는 “하천은 군민 모두의 공공자산인 만큼, 불법 점용에 대해서는 강력히 대응해 안전하고 쾌적한 하천 환경을 만들겠다”고 밝혔다.

This cleanup is the result of a comprehensive survey conducted by a dedicated task force led by the Deputy County Head. Dalseong-gun conducted a full-scale survey of rivers and valleys, detecting a total of 639 cases of illegal activity to date. Surveys and maintenance have already been completed for sections of national rivers, and maintenance is expanding for local and small streams as surveys have exceeded 70%.
The county plans to issue restoration orders and carry out administrative enforcement in parallel for detected illegal activities, while continuing maintenance on unmaintained sections in a sequential manner.
