최 예비후보는 의성군이 전국 최초로 구축한 경로당 통합관리시스템을 기반으로 관내 500여 개 경로당을 건강관리와 돌봄, 여가, 교육 기능이 결합된 통합 복지 거점으로 전환하겠다고 밝혔다.
그는 “의성군은 이미 경로당 운영 데이터를 체계적으로 관리할 수 있는 기반을 갖추고 있다”며 “빅데이터 인프라에 인공지능 기술을 접목해 스마트경로당으로 한 단계 도약시켜야 한다”고 강조했다.
최 예비후보는 기존 통합관리시스템과 연계한 AI 건강관리 체계를 구축하겠다고 밝혔다. 경로당 이용 과정에서 축적되는 회원 정보와 이용 이력, 지원 데이터를 활용해 개인별 건강 상태를 분석하고, IoT 기반 건강 측정 장비를 통해 혈압과 체성분 등을 자동 기록·관리한다는 구상이다.
특히 뇌파 기반 치매 위험도 분석 시스템을 도입해 무증상 단계에서 치매 위험을 조기에 예측하고, 보건소 및 의료기관과 연계해 고위험군을 지속 관리하는 ‘의성형 밀착 돌봄 모델’을 추진하겠다고 설명했다.
치매 예방과 인지 기능 향상을 위해 스마트 테이블을 활용한 기능성 게임과 협동 프로그램도 확대할 계획이다. AI 기반 뮤직 헬스케어 시스템을 도입해 정서 안정과 두뇌 건강을 동시에 지원하는 방안도 포함됐다.
미세먼지와 폭염, 한파 등 기후 변화에 대응하기 위해 스크린 파크골프와 가상현실 걷기 운동 시스템 등 실내 스마트 운동 환경도 구축하겠다고 밝혔다. 운동 데이터는 통합관리시스템과 연계해 개인별 건강관리 자료로 활용할 방침이다.
최 예비후보는 모든 경로당을 연결하는 디지털 소통 체계도 제시했다. 양방향 화상 시스템을 통해 복지관의 노래교실, 체조, 인문학 강의 등을 각 마을 경로당에서 실시간으로 수강할 수 있도록 하고, 디지털 기기 사용이 어려운 어르신들을 위해 전담 인력을 배치하겠다고 밝혔다.

Choi announced plans to establish an AI health management system linked to the existing integrated management system. In particular, he explained that he would promote an "Uiseong-style close care model" by introducing a brainwave-based dementia risk analysis system to predict dementia risk early in the asymptomatic stage and by continuously managing high-risk groups in conjunction with public health centers and medical institutions.
He also plans to expand functional games and cooperative programs utilizing smart tables to prevent dementia and improve cognitive function. The plan includes introducing an AI-based music healthcare system to support both emotional stability and brain health simultaneously.

Preliminary Candidate Choi also proposed a digital communication system connecting all senior centers. He stated that he would enable seniors in each village to take classes such as singing, gymnastics, and humanities lectures from welfare centers in real-time via a two-way video system, and that he would deploy dedicated personnel to assist elderly residents who have difficulty using digital devices.
