일본 미쓰비시 중공업이 호주 정부로부터 해상자위대 소속 최신예 전투함인 '모가미(Mogami)'급 기반의 호위함 11척 수주를 성사시켰다. 책정된 전체 사업 예산은 150억~200억 호주 달러(약 15조~21조 원)로 초대형 방산 수출에 해당된다.
리처드 말스(Richard Marles) 호주 국방부 장관과 고이즈미 신지로(Shinjiro Koizumi) 일본 방위상이 지난 17일 멜버른에서 계약에 서명하며 공식화됐다. 한국과 독일도 수주전에 나섰으나 모두 밀렸다는 점에서 적잖이 당혹스럽다.
관련 함정은 대잠전과 방공 임무에 최적화된 전투함이다. 레이더 탐지를 줄이는 스텔스 설계와 장거리 미사일 발사가 가능한 32셀의 수직발사체계(VLS)를 갖추고 있다. 독일이 더 낮은 가격을 제안했으나, 일본이 기술적 우위를 인정받으며 최종 선정됐다.

실제로 일본과 호주의 안보 협력은 최근 수년에 거쳐 대규모 연합 군사 훈련을 정례화하고 있다. 작년 12월에는 고이즈미 방위상과 말스 장관이 국방 정책, 기술, 우주, 사이버, 통합 방공 및 미사일 방어(IAMD)에 이르는 분야에서 정기 협의를 갖기로 했다는 사실이다.
한국을 둘러싼 동아시아 안보 지형이 날로 위태롭게 변하고 있는 상황이다. 중국의 압도적 살상 무기 찍어내기와 함께 기술력이 탑재된 일본의 군사력 증강 또한 불편하기는 매양 다르지 않다. 특히 해군력과 공군력 측면에서 우리가 나아가야 할 현실은 아직 멀게만 느껴진다.
우리 입장에서, 외교적으로는 유연성을 견지할 필요가 있으리라 여긴다. 하지만 안보 측면에서는 더욱 단단하게 대비해야 할 것임은 이론의 여지가 없다. 그것은 과학 기술 고도화에 기반한 제조업 역량 강화와 경제력 향상 측면에서도 그렇다. 여야, 보혁, 정파를 떠나 절대적으로 요구되는 일이라 하겠다.

Japan's Mitsubishi Heavy Industries has secured an order from the Australian government for 11 frigates based on the 'Mogami' class, the latest combat vessels of the Japan Maritime Self-Defense Force. The security landscape in East Asia surrounding Korea is becoming increasingly precarious. Along with China's mass production of lethal weapons, Japan's military buildup, equipped with advanced technology, remains equally uncomfortable. From our perspective, I believe it is necessary to maintain flexibility in diplomatic matters. However, there is no doubt that we must be even more robust in terms of national security.
