이번 조례안은 구미시의회의 의정활동과 관련한 다양한 정보를 시민들에게 정확하고 투명하게 전달하고, 누리집과 소셜미디어(SNS) 등 다양한 매체를 활용해 시민과의 소통을 강화하기 위한 제도적 기반 마련을 목적으로 한다.
최근 지방의회의 역할이 확대되면서 시민과의 소통과 정보 공개 중요성이 커지고 있으나, 기존에는 의정 홍보에 대한 종합적이고 체계적인 운영 기준이 부족해 효율적인 홍보 추진에 한계가 있다는 지적이 제기돼 왔다.
이에 따라 이번 조례안은 의정 홍보의 개념과 범위를 명확히 규정하고, 홍보물 제작·배포, 소셜미디어 운영, 인터넷방송 등 다양한 홍보 수단을 활용할 수 있는 근거를 담았다.
주요 내용으로는 의장이 의정 정보를 최대한 공개하고 공평한 정보 제공 원칙에 따라 홍보 활동을 수행하도록 책무를 규정했다. 또 시민의 알 권리 증진과 의정 참여 확대를 위해 다양한 홍보 사업을 추진할 수 있도록 했다.
세부 사업으로는 의회 누리집 및 소셜미디어 운영, 인터넷방송 서비스 제공, 홍보 영상 및 간행물 제작·배포 등이 포함됐다.

김근한 의원은 “이번 조례안은 다양한 매체를 활용한 체계적인 의정 홍보를 통해 시민과의 소통을 강화하고, 의정에 대한 이해와 참여를 높이기 위한 것”이라며 “앞으로도 시민의 알 권리를 보장하고 열린 의회를 구현하는 데 중요한 역할을 할 것으로 기대한다”고 말했다.
