의성군은 2026년 본사업 시행에 맞춰 의료·요양 통합돌봄 ‘이음’ 서비스 체계를 강화하고 있다고 밝혔다.
군은 지난 2023년 7월 시범사업 참여 이후 2025년 1월 전담부서인 통합돌봄과를 신설하고 보건진료소 관할 구역을 확대하는 등 제도적 기반을 지속적으로 마련해 왔다. 시범운영 시작부터 올해 3월까지 총 2,270명이 통합돌봄 서비스를 신청했으며, 이용자 1인당 평균 3.2개의 복합 서비스를 받은 것으로 나타났다.
의성군은 이러한 운영 성과를 바탕으로 통합돌봄 체계를 안정적으로 정착시키고 실질적으로 작동하는 지역형 돌봄 모델로 발전시켜 나간다는 계획이다.
내년도 통합돌봄 사업 예산은 8억8,000만 원으로 편성됐다. 군은 시범운영 기간 반찬지원 등 일부 서비스에 집중됐던 구조를 개선해 틈새돌봄과 위생·이동지원 분야를 확대함으로써 서비스 균형성과 실효성을 높였다.
지원 대상도 확대된다. 기존 65세 이상 어르신 중심에서 65세 미만 뇌병변·지체 중증장애인까지 포함하기로 했다. 또 사전조사 결과에 따라 중증 대상자는 ‘통합판정조사군’, 경증 대상자는 ‘지자체조사군’으로 구분하는 이원화 조사체계를 도입해 돌봄 사각지대 해소에 나선다.
맞춤형 서비스 연계도 강화된다. 군은 통합지원회의를 월 2회 대면 정례화하고, 사전심의 병행과 읍·면 담당자 참여 의무화를 통해 현장 중심 지원체계를 구축하고 있다.
재정 효율성 확보를 위해 소득수준에 따른 5단계 본인부담금 체계를 운영하며, 반찬지원 등 6개 서비스는 기준 중위소득 160% 초과 가구에 전액 자부담을 적용한다.
일상돌봄 분야에서는 틈새돌봄 제공 횟수를 월 36회에서 48회로 확대하고 자격 기준도 완화했다. 특히 수요가 높은 안전주택개선 사업은 읍·면 단위 민간돌봄조직인 ‘행복기동대’와 연계해 대기시간을 줄이고 신속한 지원이 가능하도록 했다.
의료돌봄 분야에서는 공중보건의 감소에 대응해 보건진료 경력직 3명을 채용하고, 안계면 삼성연합의원과 협력해 장기요양 재택의료센터를 운영한다. 또 방문진료 기관도 기존 4개소에서 6개소로 확대해 중증 대상자 관리를 강화한다.
이와 함께 군은 사업 인지도 제고와 주민 참여 확대를 위해 홍보영상 제작, 현수막 게시, 배너·포스터 배부 등 온·오프라인 홍보 활동도 병행하고 있다.
김주수 의성군수는 “의료·요양 통합돌봄사업이 어르신들이 평생 살아온 집과 마을에서 건강한 노후를 보낼 수 있는 든든한 기반이 되길 바란다”며 “앞으로도 서비스 질 향상과 돌봄 사각지대 해소를 통해 사업이 안정적으로 정착될 수 있도록 최선을 다하겠다”고 말했다.
