브레이크뉴스 정명훈 기자= 최영 전 나이스그룹 부회장 아들의 '황제 복무' 의혹과 관련, 군 수사 결과가 180도 뒤집혔다.
당초 공군 군사경찰은 뇌물이 오가지 않았다고 결론 내렸으나, 공군 검찰이 추가 수사한 결과 최 전 부회장이 아들 부대 부서장에게 수차례 식사를 대접한 것으로 확인됐다.
공군본부 보통검찰부는 10일 "3여단 병사 특혜복무 의혹과 관련해 소속 부서장 A소령이 최모 병장의 부친으로부터 4차례에 걸쳐 총 80여만원의 식사대접을 받은 것을 확인하고 뇌물수수 혐의를 적용해 정식 기소했다"고 밝혔다.
당초 공군 군사경찰은 지난 6월 최 병장에게 제기된 빨래·물 배달, 1인 생활관 사용, 샤워실 보수, 특정부대 배속 등 모든 특혜 의혹을 부인하며 뇌물 혐의에 대해 불기소 의견으로 검찰에 송치했다.
하지만 공군검찰이 추가 수사한 결과, 실제로는 특혜를 부탁하는 뇌물성 식사 대접이 있었던 것으로 확인됐다.
특히 A 소령 외에 다른 간부들도 서울 강남 호텔 레스토랑 등지에서 함께 식사 대접을 받은 것으로 나타났다. C준위와 D중사는 최 전 부회장과 A소령 간 식사 4회 중 2회 동석해 40여만원 상당 식사를 한 것으로 조사됐다.
A소령과 D중사는 해당 의혹이 불거지자 증거 인멸 시도까지 한 것으로 나타났다. 이들은 군사경찰로부터 휴대전화 임의제출을 요구받자 증거인멸을 목적으로 휴대전화를 손상시켰다. 이에 대해 공군 검찰은 형사처벌이 불가해 징계를 의뢰했다고 밝혔다.
군 검찰부는 "C준위는 현재 국직부대 소속으로, 관할인 국방부 검찰단으로 수사의뢰했다"면서 "D중사는 금액과 횟수, 지휘관계 등을 고려해 기소유예 및 징계의뢰했다"고 전했다.
아울러 공군 검찰은 아들을 잘 봐달라며 식사를 대접한 최 전 부회장을 관할 민간 검찰에 수사 의뢰했으며 아들 최모 병장에 대해선 세탁물 반출과 관련 '군용물 무단 반출'로 징계 의뢰했다.
한편 이번 사건은 지난 6월 청와대 국민청원 게시판에 재력가 아들이 입대 후 특혜 복무를 했다는 제보가 게재되면서 불거졌다.
20년간 복무 중인 부사관이라고 밝힌 제보자는 "처음에 부대에 '병사 빨래랑 물 배달을 재정처 아무개 부사관이 하더라'라는 소문을 들었을 때 저는 믿지 않았다. 그런데 이를 수차례 목격했다는 부사관 후배와 병사들의 말을 듣고는 생각이 바뀌었다"며 "증언의 요지는 '해당 병사가 매주 토요일 아침에 빨래를 부대 밖으로 반출해서 가족 비서에게 세탁을 해오게 하고 빨래와 음용수를 받아오는 과정에 부사관을 사역시키더라'는 것"이라고 폭로했다.
이어 "병사와 관련된 부사관 선후배의 말에 따르면 해당 병사는 생활관원들과의 불화를 이유로 1인실 황제 생활관을 쓰고 있다고 한다"며 "해당 병사는 에어컨 온도가 너무 낮아서 냉방병에 걸렸기 때문이라는데 해당 병사는 팬티 바람으로 생활관에서 지낸다고 한다. 제가 군생활을 20년 동안 하면서 생활관을 혼자 쓰는 건 처음 본다"고 밝혔다.

In particular, other executives besides Major A were found to have been treated to meals at restaurants in Gangnam, Seoul. Level C and Sergeant D attended two of the four meals between Choi's former vice chairman and Major A and ate a meal worth about 400,000 won.
In particular, it was revealed that Major A and Sergeant D even attempted to destroy evidence when the suspicion arose. When they were asked to submit their cell phones at random from the military police, they damaged cell phones for the purpose of destroying evidence. In response, the Air Force prosecutors said they requested disciplinary action because criminal punishment was impossible.
The military prosecutor's office said, "C-level is currently a member of the state-run unit, and has requested an investigation by the prosecution team of the Ministry of Defense, which has jurisdiction," and said, "Sergeant D requested probation and disciplinary action in consideration of the amount, frequency, and command relationship."
In addition, the Air Force Prosecutor's Office requested the former vice-chairman Choi, who served meals to take good care of his son, to the competent civilian prosecutor's office for investigation, and ordered his son, Sergeant Choi Mo, to take disciplinary action for the removal of laundry and ``unauthorized removal of military items''.
On the other hand, this case was raised in June when a report on the Blue House National Petition Bulletin that the son of a wealthy man had served preferentially after enlistment was posted.
An informant, who has been serving for 20 years, said, "I didn't believe when I first heard rumors that'the soldiers' laundry and water were delivered to the unit's office, the deputy officer did not believe it.' I changed my mind when I heard it," he said. "The point of the testimony was that the soldier took the laundry out of the unit every Saturday morning, had the family secretary do the laundry, and had the NCO to work in the process of getting the laundry and drinking water."
