허경영 국가혁명당 명예 대표는 7월 26일 "'허경영의 국민배당금제' 등 '33 혁명정책'이 이른바 제도권에서 뒤늦게 제대로 평가를 받고 있어, 30여 년 전의 선견지명이 길목 전법으로 세상을 이끌고 있다."라고 피력했다.
국가혁명당 관계자는 “허경영의 정책을 모방하거나 변형해 따라 하기가 그간 세간(世間)의 이목을 끌어왔다. 그런데 최근 유수한 종합일간지와 기성정치권 유력 인사가 허경영 정책의 원형(原形)을 높게 평가하고, ‘허경영 현상’의 가치를 공식적으로 인정해 허경영이 정책의 원조 맛집 임을 또다시 반증했다. 이른바 제도권 정당과 일간지 신문사에서 허경영 정책 원형(原形)을 공식화한 것은 큰 의미가 있는 사건(?)”이라고 강조했다.
미국 스탠퍼드대 경제학 박사 출신인 강성진 고려대 경제학과 교수는 "허경영 공약만 본래 취지 부합하고, 그 외 주장은 ‘국민 용돈’ 변종”이라고 분석하면서 “허경영의 국민배당금제만이 기본소득 원칙에 가장 부합한 주장"이라고 평 했다. 강성진 교수는 "‘기존 복지 전면 폐지가 대전제’이며 ‘용어 논쟁보다 실효성 따져야’한다. 국내에서 기본소득 원칙에 가장 적합한 주장은 허경영 국가혁명당 대표다. 18세 이상 모든 국민에게 평생 1인당 연 1,800만 원의 국민배당금을 지급하자는 것”라고 지적하고 “그 외의 주장은 보편적 기본소득의 변종이다. 현재 복지정책을 그대로 유지하면서 소액을 주자는 것인데, 소득이라기보다는 용돈 수준이다. 이원재 비영리민간연구소 랩 대표는 1인당 연간 360만 원을 지급하자고 했다. 무려 187조 원의 예산이 필요한데, 현재 사회복지자금 총액과 비슷한 수준이다. 이재명 경기도지사도 단기계획으로 1인당 연간 50만 원을 제안했는데 월 4만 원에 그치는 미미한 수준이다.”라고 평가했다.
