브레이크뉴스 정명훈 기자= 이재명 경기도지사는 13일 경기도민에게는 5차 재난지원금을 모두 지급하겠다고 밝혔다.
이 지사는 이날 비대면 온라인 기자회견을 통해 "도내 시·군과 도의회 건의를 바탕으로 재난지원금 보편지급의 당위성과 경제적 효과를 고려해 모든 도민들에게 재난지원금을 지급한다"고 말했다.
앞서 정부는 5차 재난지원금 지급 대상을 소득하위 88%로 결정했으나, 경기도는 제외된 12%에 대해서도 도 예산과 시·군 예산을 활용해 전액 지급한다는 것이다. 소요 재원은 도의회 요구에 따라 원칙적으로 도 90%, 시·군 10%씩 부담하며 소요 예산은 경기도 3736억 원, 시군 415억 원으로 예상된다.
수원, 용인, 성남, 화성, 시흥, 하남 등 교부세액이 중앙정부 몫 매칭액에 미달하는 시·군은 예외적으로 도가 부족액을 모두 보전해주기로 했다.
또한 모든 도민에 지급하는데 반대의견을 가진 시·군을 배려해 도 예산 90%만 지급하는 것도 허용한다.
이재명 지사는 "재난지원금은 단순한 복지정책이 아니라 도민의 가처분소득을 늘려 소비를 촉진하고, 사용처와 사용기간이 제한된 지역화폐로 지급해 우리경제의 모세혈관인 골목상권에 활기를 불어넣는 경제정책"이라며 "현재까지 부동산 거래세, 지방소비세 등 도의 초과세수가 1조7천억 원에 이른다. 이 초과세수 중 경기도 몫으로는 전 도민 지급을 하고도 남는다. 지방채 발행이나 기금차입 등 도민부담 증가는 전혀 없고 기존 예산에 손댈 필요도 없다"고 강조했다.

Earlier, the government decided to pay the 5th disaster aid as the lower 88 percent of income, but Gyeonggi Province will also pay the entire 12 percent, which is excluded, using the provincial budget and city and county budgets. In principle, the required funds will be paid by 90% of provincial and 10% of municipal and provincial governments, and the budget is expected to be 373.6 billion won in Gyeonggi Province and 41.5 billion won in cities and counties.
Cities and counties, such as Suwon, Yongin, Seongnam, Hwaseong, Siheung, and Hanam, have decided to compensate for all shortfalls in the province, exceptively, if the amount of tax granted falls short of the central government's share of matching amounts.
In addition, it is allowed to pay only 90% of the budget in consideration of the cities and counties that have opposing opinions in making payments to all provincial residents.
Governor Lee Jae-myung said, "The disaster support fund is not just a welfare policy, but an economic policy that stimulates consumption by increasing the disposable income of provincial residents, and revitalizes the local currency, which is the capillary of our economy." Of these excess tax revenues, Gyeonggi Province will also pay all provincial residents. "There is no increase in the burden of provincial residents, such as issuing local bonds or borrowing funds, and there is no need to touch the existing budget."
