정희용 의원(국민의힘, 경북 고령·성주·칠곡)이 장애인고용법 개정안을 대표 발의하여 장애인 고용 의무 미이행 공공기관 고용부담금 증액을 추진한다.
정희용 의원은 26일 공공기관의 장애인 고용 촉진과 중증장애인생산품 구매 활성화를 위한 개정안 2건을 대표 발의했다고 전했다.

현행법에 따르면, 근로자 50명 이상인 공공기관 등은 일정 비율 이상에 해당하는 장애인을 고용해야하며 의무고용률에 미치지 못할 경우 고용부담금을 납부하도록 하고 있다.
그러나 적지 않은 공공기관이 장애인 고용 의무를 이행하지 않고 관례적으로 부담금을 납부하고 있어 이에 대한 개선이 필요하다는 지적이 제기되고 있다.
이에 정희용 의원은 “공공기관의 장애인 고용실적을 경영평가 등에 반영하고, 의무고용률에 현저히 못 미치는 공공기관에 대하여는 고용부담금을 2분의 1의 범위에서 증액하도록 하는 ‘장애인고용법’ 개정안을 대표 발의했다”며 개정안 발의 배경을 밝혔다.
이와 함께 정 의원은 공공기관 중증장애인생산품 우선 구매제도의 실효성 제고를 위한 「중증장애인생산품 우선구매 특별법(이하 ‘중증장애인생산품법’)」개정안을 함께 발의했다.
해당 개정안의 내용은 중증장애인생산품 구매목표 비율을 법률에 직접규정, 의무 구매 비율에 미달하는 공공기관 구매담당자 등에게 교육의무 부과 강제 등을 주요 골자로 하여 개선을 촉구한다.
정희용 의원은 “장애인의 노동권 보장과 직업재활 지원 등 각종 법과 제도가 마련되어 있지만, 정작 장애인 권리보장에 힘써야 할 공공기관은 사회적 책임을 소홀히 하고 있다”고 말했다.
아울러 “공공기관의 ESG 경영에 대한 중요성이 커지고 있는 만큼, 법에 명시된 책무를 충실히 이행하여 장애인들이 능력을 발휘할 기회를 제공해야 할 것”이라면서, “앞으로도 공공기관들이 관련 제도를 제대로 이행하는지 모니터링하고, 장애인의 각종 권리보장과 정보접근성 개선 등을 위한 입법활동에 매진하겠다”고 밝혔다.
