경상북도의회 김하수 행정보건복지위원장(청도, 국민의힘)이 사회복지사 등에 대한 처우개선과 보호체계 구축을 위해 개정조례안을 발의했다.

김하수 위원장이 대표발의한 「경상북도 사회복지사 등의 처우 및 지위 향상에 관한 조례 일부개정조례안」은 △ 사회복지사 등에 대한 실태조사 결과의 공표 및 반영 △ 고충처리 및 회복지원 사업 관련 근거 조항 신설 △ 처우 및 지위 향상 위원회의 구성 △ 경상북도 사회복지인 인권센터의 설치ㆍ운영 등의 내용을 담고 있다.
김하수 위원장은 “사회복지사업의 최일선에서 근무하는 사회복지사업 종사자들은 근무 중에 직간접적으로 다양한 위험에 노출 될 수밖에 없다”고 전하며 “이들에 대한 안정적인 근무환경 조성을 위한 보호체계 구축의 필요성이 지속적으로 제기되어 왔다. ”고 조례안을 발의하게 된 배경을 설명했다.
실제 2020년 경북행복재단이 수행한 ‘경상북도 사회복지시설 종사자 근무여건 실태조사 및 처우 개선방안 연구’에 따르면, 경북의 사회복지 생활시설 종사자의 27.3%, 이용시설 종사자의 18.7%가 폭력을 경험한 것으로 나타났다.
생활시설의 경우 신체적 폭력 경험비율이 91.2%로 매우 높았으며 이용시설의 경우 악성민원 등 업무상 폭력(29.3%)의 비율이 높게 나타났다.
경북지역 사회복지종사자의 주요 스트레스 원인으로는 ‘감정노동’ 과다가 20.5%로 가장 높게 나타나 사회복지종사자들은 육체적·정신적으로 큰 어려움을 겪고 있는 것으로 밝혀졌다.
