이날 최우수상을 수상한 이시복 의원은 대구시의회 운영위원장과 문화복지위원회 위원으로 활동하면서 사회 약자를 위한 여러 조례를 발굴하여 사회 취약계층의 생활개선과 권리 증진을 위해 노력한 공로를 인정받았다.
