[브레이크뉴스=이성용기자] 허성무 창원시장은 내년 1월 13일 창원특례시 출범과 동시에 시민들이 광역시와 동일한 사회복지혜택을 누리게 된다고 16일 밝혔다.
12월 16일 관보에 게재된 보건복지부 고시에는 사회복지급여(기본재산액) 대도시 구간에 특별시·광역시와 함께 특례시가 포함되었다. 기본재산액은 복지급여 신청 시 소득환산에서 제외되는 재산가액으로, 창원시는 그동안 중소도시 구간에 포함되어 상대적 역차별을 받아왔다.
허성무 창원시장은 그동안 국무총리, 보건복지부 장·차관, 기획재정부 차관 등 20여 차례에 걸친 정부 관계자와의 면담을 통해 사회복지급여를 대도시 구간으로 상향시키는 고시 개정을 건의하였으며 창원 지역 국회의원과 공조하여 국회 차원에서 불합리한 사회복지제도 개선을 요구하는 현안 질의와 대안 제시 등 협력을 강화했다.
이번에 발령된 보건복지부 고시는 내년 1월 13일부터 효력이 즉각 발생하며 국민기초를 비롯한 사회복지급여 9종* 모두 대도시 기준으로 적용되고 고시 개정을 통해 그동안 수급 대상에서 제외·탈락되거나 하향 기준으로 적용되었던 약 1만여 명의 창원특례시민이 약 170억 원의 추가 혜택을 누리게 된다.

지난달 5일 대통령소속 자치분권위원회에서 최종 이양 결정한 진해항 관리권 등 항만시설 개발·운영 권한에 대해서도 해양수산부의 공식 입장이 확인되었으며 내년 1월부터 경상남도와 창원시가 업무 인수인계 절차 착수 등 준비단계를 거쳐 하반기 중 「항만법」 개정을 추진하여 최종 권한을 이양할 계획이라고 밝혔다.
허성무 창원시장은 “확대되는 복지혜택을 빠짐없이 누릴 수 있도록 세대별로 배부되는 홍보물을 참고하여 수급 신청을 해 주시기를 당부드린다”며 “창원특례시의 첫 출발을 광역시와 동일한 사회복지혜택으로 체감할 수 있도록 하겠다”고 전했다.
