오늘날 공공분야의 갈등으로 인해 매년 수 십 조원의 비용이 낭비되고 대립의 장기화, 일상화로 사회적 불신이 확대되고, 이러한 사회갈등을 어떻게 원만히 조정하고 해결대안을 찾는가 하는 문제가 중요이슈로 부각되고 있다.
이에 신경섭 이사관은 1992년 첫 공직에 입문한 이후 30년간 몸소 겪은 경제, 교통, 환경 등 공공갈등경험과 협상이론지식을 바탕으로, 기초적인 협상이론과 분석, 전국의 대표적 공공갈등사례 50선을 분석·해석한 내용으로 책을 펴냈다고 밝혔다.
해당 저서는 갈등을 관리하는 공무원이나 협상론을 공부하는 대학생들에게 실전의 다양한 문제를 이해하고 그에 맞는 대응능력을 키우도록 도움을 주고자 하는데 집필목적을 두었다.
저자인 신경섭(申慶燮) 이사관은 제34회 행정고시(1990년) 출신으로, 연세대학교 행정학과, 서울대 행정대학원, 미국 시라큐스 대학원(Syracuse University)을 졸업하고, 영남대학교 대학원에서 행정학박사학위(2006년)를 취득했다. 1991년 총무처에서 공직을 시작한 이후, 대구경북경제자유구역청 투자유치본부장, 수성구 부구청장, 대구시 녹색환경국장, 일자리경제본부장, 도시철도건설본부장을 거쳐, 현재는 대구시의회 사무처장으로 일하고 있다.
