정부와 온 국민이 하나되어 맞서온 코로나19는 오미크론이라는 변이 바이러스를 만들며 여전히 기세가 꺾이지 않고 있습니다.
최근 방역기준 완화라는 틈을 타고 또다시 우리 삶을 흔들어 놓고 있는 코로나로 인해 경제적 기반이 취약한 우리 서민과 도움의 손길을 필요로 하는 많은 분들의 삶은 더욱 팍팍해져만 가고 있습니다.
혹독한 추위를 이겨내고 계실 우리의 이웃에 대한 작은 나눔과 관심을 바라며 올 한해 도민 여러분들의 가정에 화목이 깃들기를 기원합니다.
지난 한해 더불어민주당 경북도당은 여당으로서 책임을 다하고자 노력하였습니다. 민주당 국회의석이 없는 경북의 한계를 극복하기 위해 지난 1월 각 분야 교수진, 전문가 20여명으로 ‘K-뉴딜 특별위원회’를 구성하여 경북의 한국형 뉴딜 구상에 적극적으로 대응하는 한편, 6월20일에는 도당 각 지역위원회의 국비사업 및 지역현안을 해결하기 위해 당 소속 국회의원 33명으로 ‘협력의원단’을 구성하고 출범식을 개최 하였습니다.
이어 6월28일에는 송영길 당 대표가 참석한 가운데 구미시청에서 ‘경상북도 예산정책협의회’를 개최하는 등 열악한 정치 환경에도 불구하고 경북의 굵직한 국비예산을 확보하는데 총력을 기울였습니다.
그 결과 전년대비 3,013억원(3.1%)이 증가한 10조 175억원을 확보하는 큰 성과를 거두었습니다. 분야별로 보면 중부내륙철도에 4,283억원, 동해선 전철화 2,924억원, 중앙선복선전철화 2,904억원 등 SOC분야에 33,337억원을, 전기차사용후 배터리 순환클러스터 190억원, 백신 글로벌 산업화 89억원, 차량용전력 반도체 22억원 등 R&D분야에 4,244억원을, 국학분야 인공지능 자동번역 5억원, 국립 문화재수리재료센터 60억원 등 문화관광분야에 모두 2,267억원을 확보했습니다.
또 국립해양생물 종복원센터 16억원, 국립 산림레포츠진흥센터 5억원 등 농림수산분야에 13,498억원을 비롯해 환경분야에 7,495억원, 사회복지분야에 34,665억원을 확보하는 성과를 거두었으며 특히, 안동과 포항에 백신산업 전문인력 양성과 생산기반을 확충할 수 있는 여건이 마련되어 일상회복에 기여할 것으로 기대되고 있습니다.
더불어 ‘4차 국가철도망구축계획’에 총길이 61.3km, 총사업비 2조 444억 원이 투입되는 ‘대구·경북선(서대구~통합신공항예정지~중앙선구간)’과 ‘하양~영천구간’, ‘구미~김천구간’ 등이 신규로 추진되고 ‘문경~신도청~안동구간’과 ‘의성~영덕구간’이 검토사업으로 들어가는 성과를 이루었습니다.
이러한 성과를 거둘 수 있었던 것은 경북도와의 지속적인 협력과 협력의원들의 적극적인 지원이 큰 역할을 한 것으로 평가하고 있습니다.

그러나 코로나 팬데믹 시대를 아무도 예측하지 못하였듯이 언제 위기가 닥칠지 알 수 없습니다. 전 세계적인 기후위기와 새로운 경제체제가 도래한 대전환의 시대에 능동적으로 대응하는 지금까지와는 완전히 다른 생각과 접근이 요구되고 있습니다.
우리 경북이 놓인 상황 또한 다르지 않습니다. 산업은 노후화되고 심각한 고령화와 인구감소로 소멸을 걱정해야하는 처지에 놓여 있습니다. 전 국민의 50%이상이 수도권에 몰려있고 한국의 1,000대 기업 본사 75%를 비롯해 유력 기업 대부분이 수도권에 집중되어 있습니다.
비소멸위험 시군구 평균 재정자립도는 27.2%인 반면 소멸위험 지역은 11.7%를 밑돌고 있으며 봉화, 의성, 군위 등 대표적인 경북지역 소멸지역은 10% 미만인 실정입니다.
세계에서 가장 과밀한 서울은 부동산 문제, 교통, 환경, 정주공간 부족 등으로 고통 받고 있는 반면, 경북은 농촌인구 고령화, 도심 공동화, 생산인구 감소 등으로 극심한 소멸위기에 처해 지역간 양극화가 심각한 상황입니다.
이를 주도적으로 해결해야 할 정치권은 일당 독점구도로 인해 경쟁력을 잃고 대안을 모색할 새로운 의제가 사라지고 있습니다.

이제 올 한해 3월9일 제20대 대통령선거, 6월1일 제8회 전국동시지방선거를 앞두고 있습니다.
