충남도의회가 반려동물산업 지원을 위한 조례 제정에 나선다.
충남도의회는 방한일 의원(예산1·국민의힘)이 대표 발의한 ‘충청남도 반려동물산업 육성 및 지원 조례안’을 입법예고 했다고 17일 밝혔다.
이 조례안은 국내 반려동물 양육 인구가 1500만 명까지 증가하고, 반려동물 관련 산업시장 규모가 2027년 6조 원을 넘을 것으로 예상되는 가운데, 충남의 신성장동력산업으로 반려동물산업을 성장시키고자 마련했다.
조례안은 반려동물산업 기반 조성 및 경쟁력 강화를 위해 종합대책을 적극 추진하도록 도지사의 책무를 명시했다.
5년마다 반려동물산업 육성 기본계획을 수립하고, 전문인력 양성, 반려동물 산업자의 창업·경영 및 기술지원, 행사 및 연구사업 수립, 국·내외 정보교류, 그 외 반려동물산업 육성을 위해 필요한 사항을 지원하도록 했다.
또 ▲반려동물 산업 발전을 위한 기업·단체·반려동물사업자 등의 시설 개선 ▲반려동물산업 활성화를 위한 경비 지원 ▲반려동물 산업제품과 신기술 연구개발 및 상용화 등에 필요한 비용 ▲신소재·신기술 개발 및 공동브랜드 개발 등을 위한 비용을 예산 범위에서 지원하도록 규정했다.
방 의원은 “최근 ‘펫팸족’, ‘딩펫족’ 이란 신조어가 생길 정도로 우리 사회에 반려동물을 키우는 가구수가 급증하며 반려동물산업시장 규모가 크게 확대되고 있다”며 “이번 조례가 제정되면 충남의 반려동물 산업시장에 기여할 것으로 기대한다”고 말했다.
제정안은 소관 상임위 심사를 거친 후 오는 27일 열리는 제334회 임시회 2차 본회의에서 최종 의결될 예정이다.
