충남도의회 농수해위, 농업인력 부족 해소방안 마련 촉구

충남도의회 농수산해양위원회는 24일 농림축산국 소관 2022년도 주요업무계획 보고에서 농업인력 부족 해소방안 마련 및 농어민수당 적기 지급을 주문했다.

정광섭 위원(태안2·국민의힘)은 농어민수당 ‘가구별 지급’에서 ‘개별 지급’ 변경을 위한 조속한 시군협의를 통해 적기에 농어민수당이 지급될 수 있도록 힘써 달라고 주문했다. 이어 “농업인력 부족 해소 방안을 농업인 복지 차원으로 접근한 근본적인 대책 마련이 필요하다”고 당부했다.

윤철상 위원(천안5·더불어민주당)은 “청년후계농 영농정착을 위해 3년간 생활자금 지원을 하고 있는데, 3년은 청년후계농들이 농촌에 정책하기에는 짧은 시간”이라며 “청년후계농이 농촌에 정착을 할 수 있도록 기간 확대를 검토하라”고 주문했다.  

김영권 위원장(아산1·더불어민주당)은 “농어민수당은 반드시 적기에 추진해야 한다”며 농업인력 해소 방안으로 외국인 계절 근로자 사업을 예로 들며 “시·군 수요조사만 보지 말고 도 차원에서 적극적으로 현장 등을 방문해 농업인들에 목소리를 듣고 정책을 추진해 달라”고 주문했다.  

김기서 위원(부여1·더불어민주당)은 “농업생산 지원도 중요하지만 유통·가공 분야에 대해서도 많은 정책 및 지원이 필요하다”며 “충남 통합 판매, 유통 시스템 구축 및 광역 먹거리 센터 등 정책에 만전을 기해달라”고 당부했다.

김명숙 위원(청양·더불어민주당)은 “고령 농업인을 위한 정책이 미비하다”며 농촌의 고령 농업인을 위한 정책 마련을 주문했다. 또한 “올해 농업 기자재 가격이 작년에 비해 30% 이상 상승했는데 이에 대한 대책 및 지원방안이 마련돼 있지 않다”며 대책 마련을 촉구했다.
