경상남도는 부울경 특별자치단체 출범과정에 관한 입장을 아래와 같이 밝혔다.
부울경 특별자치단체 설치 과정에서 우리 도는 여러차례 시·군과 도민들에게 부울경 특별자치단체의 필요성과 추진경과 등에 대해 의견수렴과 협의를 거치는 등 공감대를 형성해 왔습니다.
시·군 방문설명(3회), 시·군 부단체장 회의(‘21.8.24, ‘22.1.21), 서부경남발전 실무협의회(‘21.6.16.), 서부경남 발전협의회(’21.10.29), 시·군 담당과장 설명회(2회) 등 시·군 소통은 물론 민간협의체 토론(17회), 찾아가는 부울경 메가시티 설명회(13회), 분야별 의제발굴 토론회(11회), 부울경 특별자치단체 설치 자문단 구성·운영(8회), 부울경 특별지방자치단체 설치 시민참여단 구성·운영(8회), 권역별 주민설명회(2회) 등 다양한 방식으로 도민 및 시·군과 소통하고 있습니다.
아울러 지난해부터 초광역협력사업 발굴과 관련한 시·군 발전전략에 대한 의견 수렴을 해오고 있습니다.
특별자치단체 출범까지 시·군은 물론 도민과의 소통과 의견수렴을 통해 다양한 의견들이 반영될 수 있도록 하겠습니다.
부울경 특별자치단체에서 추진 할 사무는 도의 광역사무 중 타 시도와 공동으로 처리해야 하는 초광역사무와 국가위임 사무를 대상으로 합니다. 즉, 기존 시·군에서 처리하고 있는 고유사무는 대상이 되지 않으므로 시·군 자치권은 침해되지 않습니다.
특별자치단체에서 담당할 사무는 초광역 교통망 구축, 초광역 재난대응, 물류체계 구축 등 16개 분야 58개 사무를 규정하고 있고, 세부적인 사무에 대해서는 3개 시·도가 협의를 거쳐 안을 마련할 계획이며 시·군과 관련된 사무에 대해서는 의견 수렴과 협의를 거쳐 진행할 예정입니다.
아울러 특별자치단체가 수행하는 사무 중 시·군과 연계되는 사무에 대해서는 필요시 특별연합위원회에서 의견을 수렴할 수 있는 제도적 장치를 마련하기 위하여 부울경이 협의중에 있습니다.
특히 창원특례시 출범에 관련해서는 사회복지급여 대도시기준 적용, 물류단지 개발 및 운영, 항만시설 개발 관리 운영 등 10여건의 사무에 대하여 도민 편의와 지역경제 활성화를 위하여 사무 이양을 동의해준바 있으며 부울경 공동사무와는 무관합니다.
부울경 특별자치단체 설치와 관련하여 사무소의 위치, 의원정수, 명칭 등 주요사항에 대해 현재 3개 시·도가 합의점을 논의 중에 있습니다.
우리 도는 역사적으로 도민들이 청사에 가지는 중요성을 깊이 인식하고 있으며, 사무소 위치는 역사적 근원, 지리적 중심성, 민원인 접근성, 지역균형발전 등을 고려 합리적으로 결정될 것으로 보고 있습니다.
