[브레이크뉴스=이성용기자] 지난해 11월 공무원 노조에서는 “점심시간만이라도 편하게 활용할 수 있도록 보장해달라”는 입장문을 발표한 적이 있다.
노조의 입장을 들어보았다.
유럽 등의 사례를 보면 12시에서 13시까지 업무를 중단하고 점심시간만이라도 업무에서 벗어나 휴식을 가지고 있고 잘 정착되어 있다. 우리도 앞으로는 이런 시스템을 구축하여 정착되어 나가기를 바란다고 말했다.
이런 관점에서 취재를 해보았다.
공무원들의 점심시간을 면밀히 살펴보니, 대부분의 공무원 들은 점심시간인 12시부터 13시까지 잘 지켜지고 있는 것으로 보인다. 하지만 민원인들을 만나야 하는 부서에서 점심시간 보장이 잘안되고 있는데, 점심시간에 시간을 내어 달려오는 민원인들의 편의를 위해 점심시간을 나누어서 민원인들에게 할애하는 업무는 민원인들을 위한 기관의 오랜 전통으로서 시민들을 위한 행정 서비스 차원에서 대부분의 공무원들은 이에 대한 불만은 없어 보이거나 적어 보인다는 것이 관련부서의 의견이다.
관련부서에서 근무하는 공무원의 입장도 들어보았다.

방종배 창원시 공무원노조 위원장은 “지난해 노조에서 발표한 점심시간 휴게시간 보장은 점진적으로 개선해야 할 일이다. 하지만 시민들의 불편 사항도 고려하지 않을 수 없기 때문에 이를 위한 조율을 하고 있다. 그리고 점심시간에 국·과장들의 잘못된 관행에 대해서는 지금은 사라진 관행이라 찾아보기가 어려운 일인데 간혹 이런 일이 있을 수도 있으니 조심했으면 좋겠다“고 말했다.
