세종시의회 행정수도완성특별위원회(이하 행수특위)는 14일 행정복지위원회 회의실에서 행정수도완성 특별위원회 활동 결과 보고서를 채택하고 활동을 마무리했다.
앞서 세종시의회는 2020년 9월 3일 제64회 임시회 2차 본회의에서 ‘행정수도완성 특위 위원 선임의 건’을 의결한 데 이어, 9월 14일 행수특위 첫 회의에서 유철규 위원장과 이윤희 부위원장을 비롯한 위원 14명을 선임했다.
행수특위는 2020년 9월 21일 활동 계획안 채택과 함께 ‘행정수도 세종 완성’을 위한 주요 현안들을 공론화하는 데 주력했다. 그동안 수 차례 업무보고와 공청회, 간담회 개최뿐 아니라 긴밀한 민관 공조 활동을 통해 국회법 개정 및 세종 행정법원 및 지방법원 설치 등을 촉구했다.
특히 지난해 6월에는 국회법 개정안 처리가 지연되자 행수특위 위원들이 국회의사당 앞 1인 시위를 벌이며 국회의 전향적인 결정을 요구했다.
행수특위 차원에서 다각적으로 노력을 기울인 결과 지난해 8월 국회세종의사당 설치를 위한 국회법 개정안이 국회 운영위 소위를 통과한 데 이어 9월에는 국회 세종의사당 설치법이 본회의에서 통과되는 역사적인 성과를 거뒀다.
행수특위는 당시 국회 세종 이전을 발판으로 개헌 및 관련 법령 개정 등 행정수도 명문화를 위한 법적 근거 마련, 행정수도 완성을 위한 유관기관 및 시민단체와의 협력을 지속적으로 추진해 달라고 주문했다.
유철규 위원장은 “국회 이전 효과를 극대화하려면 국회의장께서도 언급하신 국회 전체 이전안이 고려되어야 한다”면서 “이를 기반으로 윤석열 대통령 당선인의 주요 공약 중 하나인 국회 세종의사당 개원 및 대통령 세종집무실 설치, 행정수도 명문화 등을 적극 논의해나가야 한다”고 말했다.
한편, 이날 채택된 행수특위 활동결과 보고서는 제74회 임시회 2차 본회의에서 최종 의결될 예정이다.
