세종시의회 제4기 공공시설물 인수점검 특별위원회는 14일 세종시청 관계 공무원 및 한국토지주택공사(LH) 관계자가 참석한 가운데 마지막 공식 일정인 제4차 회의를 개최했다.
이날 회의에서는 노동영 도시성장본부장으로부터 공공시설물 인수 현황 및 향후 계획을 보고 받은 데 이어 특위 활동 결과보고서를 채택했다.
지난 2년여간 활동해온 ‘제4기 공공특위’는 각종 도로․공원 및 녹지, 복합커뮤니티센터, 세종예술의전당 등 공공시설물 현장 점검을 통해 총 308건의 문제점을 지적하고 지금까지 223건을 조치 완료했다. 현재 28건에 대한 후속 조치가 진행 중이며, 나머지 57건에 대해서는 장기적으로 보완해 조치할 예정이다.
이윤희 부위원장은 반곡동 및 해밀동 복컴 누수 등 특위에서 개선 요청한 사항에 대해 미조치된 부분이 대다수라고 지적하고 조속한 처리를 당부했다.
상병헌 위원은 공공시설물 하자 보수에 대해 ‘땜질식 처방’이 아닌 근본적인 문제가 해결될 수 있도록 조치하고 구조적인 문제일 경우 시 재정 부담을 최소화할 수 있도록 관계기관과의 긴밀한 협의를 당부했다.
손인수 위원은 공공특위 및 시민점검반의 시설물 개선 요구사항과 관련해 고되지만 끈기를 가지고 끝까지 문제 해결을 위해 노력해주길 바란다고 전했다.
이순열 위원은 공원 내 데크 등 공공시설물에서 위험요인이 다수 확인되고 있는 만큼 어린이 안전을 위해 사소한 위험도 소홀히 하지 말고 개선방안 마련에 나서 달라고 당부했다.
차성호 위원은 세종시 자체 합동점검 지적사항을 조치한 이후에 특위 및 시민점검반이 최종 점검할 수 있도록 절차 개선을 주문했다.
마지막으로 임채성 위원장은 코로나19로 특위 활동에 어려움은 있었지만 시민의 눈높이에서 공공시설물의 인수 과정은 물론 인수 후에도 꼼꼼히 점검해 주신 특별위원회와 시민참여 특별점검반 위원 모두에게 감사함을 전했다.
한편, 이날 채택된 ‘공공특위 활동결과 보고서’는 오는 29일 열리는 제74회 임시회 제2차 본회의에서 의결될 예정이다. 제4기 공공특위 활동을 종료한 세종시의회는 추후 제5기 공공특위를 새롭게 구성해 운영할 예정이다.
