충남도의회 예산결산특별위원회(위원장 방한일, 이하 예결특위)는 충남도에 정밀한 예산분석을 통해 행정력 낭비를 최소화하고, 코로나19 예산을 신속히 집행할 것을 당부했다.
예결특위는 지난 24일 2022년 충남도 제1회 추가경정예산안 심의를 진행한 결과 총 1건 4억 3518만 원을 삭감했다고 밝혔다. 도가 제출한 이번 추경안은 기정예산 8조 7387억 2400만 원 보다 2742억 3700만 원 증액된 9조 129억 6100만 원이다.
이는 상임위원회(교육위 제외) 예비 심사 삭감액 5억 3518만 원보다 1억 원이 되살아난 규모다. 삭감된 사업은 도유림 확대를 위한 사유림 매수(4억 3518만 원) 사업이며, 불요불급을 이유로 일부 감액 조정됐다.
이날 예결위는 코로나19 신속 대응을 위한 추경안 편성 취지에 맞게 예산을 조정했다. 특히 코로나19로 어려움을 겪고 있는 소상공인 지원과 지역경제 활성화에 중점을 두고 편성됐다. 또 방역·의료·안전을 위한 투자 강화, 민선 7기 안정적 성과 창출을 위한 주요 공약과 역점사업을 집중적으로 반영했다.
방한일 위원장(예산1·국민의힘)과 김은나 부위원장(천안8·더불어민주당)은 “코로나19 신속 대응을 위한 추경안 편성 취지에 맞게 소상공인 지원과 지역경제 활성화에 중점을 두었다”며 “집행부는 예산 수립 시 정밀한 분석과 수요예측을 통해 예산과 행정 낭비를 최소화해달라”고 주문했다.
이어 정병기 위원(천안3·더불어민주당)은 “행안부 승인을 받은 봉사단체가 사회복지과가 아닌 장애인복지과에 예산편성이 돼 있다. 심지어 지난 4년간 지적한 사항인데도 수정이 안 되고 있다”고 지적하고 이계양 위원(비례·더불어민주당)은 “집행부는 도민을 위해 정책추진에 좀 더 속도를 높여달라”고 당부했다.
