세종시의회는 29일 열린 제74회 임시회 2차 본회의에서 올해 첫 추가경정 예산안 등 72개 안건을 처리했다.
이날 본회의에서는 손인수․손현옥․박성수 의원이 5분 자유발언을 실시한 데 이어 각 상임위원회에서 처리한 안건을 최종 의결했다.
각 상임위원회별 주요 처리 안건을 살펴보면, ‘세종특별자치시 주민조례발안에 관한 조례 일부개정조례안’ 등 의회운영위원회 소관 3건, ‘세종특별자치시 국가균형발전 지원센터 설치 및 운영에 관한 조례 일부개정조례안’ 등 행정복지위원회 소관 28건 등을 처리했다.
‘세종특별자치시 에너지 조례 일부개정조례안’ 등 산업건설위원회 소관 19건, ‘세종특별자치시교육청 교육안전 기본 조례안’ 등 교육안전위원회 소관 17건, ‘2022년도 세종특별자치시 제1회 추가경정예산안’ 등 예산결산특별위원회 소관 2건을 처리했다.
특히 세종시의회는 각 상임위원회의 예비 심사와 예산결산특별위원회의 종합 심사를 거쳐 세종시청과 교육청 본예산 대비 각각 623억원(3.24%) 증가한 총 1조 9,836억원과 24억원(0.3%) 증가한 8,728억원 규모의 제1회 추가경정 예산안을 의결했다.
또 학령 인구 감소에 따른 지방교육재정 축소 움직임에 대한 교육 현장의 ‘반대 목소리’를 전하고 미래 인재 양성을 위한 적극적인 교육 재정 투자를 강조한 ‘지방교육재정교부금 축소 반대 촉구 건의안’을 채택했다.
이어 임기를 마친 대학캠퍼스 유치 특별위원회와 공공시설물 인수점검 특별위원회, 행정수도완성 특별위원회의 활동 결과에 대한 보고가 이뤄졌다.
이태환 의장은 폐회사에서 “지난 4년간 많은 분들의 열정과 노력이 오늘의 세종시를 이끈 원동력이었다”며 “세종시가 대한민국의 미래를 이끌 국가 균형 발전의 중심도시이자 행정수도로 발돋움할 수 있도록 각자의 역할에 최선을 다해주길 바란다”고 당부했다.
한편, 세종시의회는 국회에서 심의 중인 ‘세종시특별법’ 개정안 통과 시 선거구 획정을 위한 조례 심사를 위해 원포인트 임시회를 열 계획이다.
