충남도의회는 15일 제335회 임시회 1차 본회의에서 ‘농민기본법 제정촉구 건의안’을 채택했다.
이번 건의안은 농민·농민단체가 국가책임 농정 실현을 위해 지속적으로 주장하고 있는 ‘농민기본법’ 제정을 촉구하기 위한 것이다.
건의안을 대표 발의한 방한일 의원(예산1‧국민의힘)은 “현재 농촌의 지속적인 고령화와 인구감소, 농산물 가격하락으로 인한 농가소득 감소 등 큰 위기를 맞고 있는 것은 정부가 농업의 공익적 가치를 무시하고 시장경제중심에 기반한 농업정책을 펼친 것에 기인한다”며 “OECD 회원국 중 최하위 수준인 국내 식량자급률을 지적하고, 식량주권 실현을 위한 농민기본법 제정이 반드시 필요하다”고 역설했다.
이어 “가짜농민을 양산하는 농업경영체 등록제 폐지와 농민등록제 신설, 농민에 대한 정확한 법적 정의가 이루어질 수 있도록 새로운 농민기본법 제정이 필요하다”고 강조했다.
방 의원은 “정부는 농업을 국가전략산업으로 정해 국가책임 농정으로 전환하고 ‘농민’의 새로운 개념 정립과 농민권리를 실현하기 위한 농민기본법 제정과 식량자급률의 법제화, 농지개혁을 통한 농지투기 방지 등 제도 개선에 나서야 한다”고 주장했다.
이번 건의안은 대통령, 국회의장, 국무총리, 국회 법제사법위 위원장, 국회 농림축산식품해양수산위 위원장, 농림축산식품부장관, 각 정당대표 등에게 전달될 예정이다.
