충청권 4개 광역시도(대전·세종·충북·충남)가 충청권 메가시티 조성의 구심점이 될 충청권 특별지방자치단체 설립에 힘을 모으기로 했다.
충청권 4개 광역시도는 13일 세종시 지방자치회관에서 시도별 기획조정실장 등 30여명이 참석한 가운데 ‘충청권 행정실무협의회’를 개최하고 충청권 특별지방자치단체 설립을 위한 공동 연구용역에 착수한다.
충청권 메가시티에 관한 논의는 지난 2020년 충청권 4개 시도지사의 합의문 채택을 시작으로 이듬해인 2021년 충청권 광역생활경제권 전략수립 연구용역 공동 추진을 통해 청사진을 마련한 바 있다.
이번 공동 연구용역은 앞서 추진한 전략수립 연구용역의 결과를 토대로 충청권 메가시티 조성을 담당할 행정체제를 구축에 목적을 두고 있다.
연구용역은 한국지방행정연구원 주관으로 오는 8월까지 진행되며 ▲특별지방자치단체의 설치 여건과 도입 논리 ▲설계방안 ▲규약 및 관장사무 ▲국내외 추진사례 ▲단계별 로드맵 등의 내용이 담는다.
충청권 4개 시도는 연구결과에 대해 시·도민 의견 수렴과정을 거쳐 특별지방자치단체 출범을 준비하는 임시기구 승인을 행정안전부로 요청할 예정이다.
이와 별도로 국가균형발전위원회에서 지원하는 초광역협력 중장기 발전전략 수립 연구용역도 올해 추진, 충청권 메가시티 조성 논의가 본격화될 것으로 보인다.
충청권 4개 시도는 해당 용역을 통해 지난해 실시한 충청권 광역생활경제권 연구용역을 기반으로 4개 시도가 우선 추진할 초광역 협력사업을 선정하고, 지자체별 역할분담과 협력방안을 고도화하기로 했다.
세종시 관계자는 “이번 연구용역으로 부·울·경을 비롯한 타 지역의 추진사례를 살펴보고 예견되는 문제점에 사전 대비해 2023년 출범을 목표로 특별지방자치단체 설립을 차질없이 준비해 나가겠다”라며 “550만 인구를 발판으로 한 충청권 메가시티는 대한민국 중부권 거대 경제권으로 급부상하며 국가 발전을 이끌어 갈 것”이라고 강조했다.
