브레이크뉴스 정명훈 기자= 박병석 국회의장이 제시한 '검수완박(검찰 수사권 완전 박탈)' 중재안을 여야 3당이 수용하기로 했다.
박 의장이 제안한 중재안에는 검찰의 직접 수사권과 기소권은 분리하는 방향으로 하되, 직접 수사권은 한시적으로 유지하기로 했다. 직접 수사를 할 경우에도 수사와 기소 검사는 분리하는 방향도 제시했다. 또 검찰 외 다른 수사기관 역량이 일정 수준에 이르면 검찰 직접 수사를 폐지한다는 단서도 달았다.
여기에 검찰의 직접 수사 분야를 축소하는 내용도 담겼다. 현행 검찰청법 4조 1항 1호 가목에 따르면 검사가 수사를 개시할 수 있는 범죄 범위로 부패범죄, 경제범죄, 공직자범죄, 선거범죄, 방위사업범죄, 대형참사 등이다.
박병석 의장은 여기서 공직자범죄, 선거범죄, 방위사업범죄, 대형 참사를 삭제하자고 제안했다.
박 의장은 검찰의 직접수사 총량을 줄이기 위해 현재 6개인 특수부를 3개로 감축하고, 남겨진 3개 특수부의 검사 수도 일정수준으로 제한하자고 했다.
아울러 '별건 수사'를 막기 위해 송치사건에 대해서는 범죄 단일성과 동일성을 벗어나는 수사는 금지한다고 적시했다.
민주당은 이날 오전 의원총회를 열고, 박병석 의장의 중재안에 대해 논의한 결과, 이를 수용한다고 밝혔다. 박홍근 원내대표는 의총 직후 기자들과 만나 "중재안을 수용하기로 결정했다. 중재안에 부족한 것은 향후 우리가 보완해 나가기로 결론내렸다"고 말했다.
권성동 국민의힘 원내대표도 이날 의총 직후 "중재안에 대해 치열하게 논의한 결과 수용하기로 했다"며 "박 의장의 중재안은 사실 의장과 양당 원내대표가 서너 차례 회동를 한 뒤 합의한 안"이라고 부연했다.
이동영 정의당 수석대변인도 브리핑에서 "정의당은 검찰개혁을 놓고 양당의 강대강 대치 국면을 해소하고 시급한 민생 현안에 국회가 전념하자는 의장의 제안을 존중하고 수용한다"고 했다.
한편 여야는 이날 박 의장의 중재안을 수용함에 따라 관련 법안을 중재안에 맞게 다듬어 다음주 본회의에서 처리할 것으로 보이며 오는 5월 3일 국무회의에서 최종 의결될 것으로 예상된다.

In the arbitration proposal proposed by Chairman Park, the prosecution's direct investigation right and prosecution right will be separated, but the direct investigation right will be temporarily maintained. Even when conducting a direct investigation, he also suggested separating the investigation from the prosecution. It also added a clue that the prosecution will abolish the direct investigation when the capabilities of other investigative agencies other than the prosecution reach a certain level.
It also included reducing the prosecution's direct investigation field. According to Article 4, Paragraph 1, Item 1 of the current Prosecutors' Office Act, corruption crimes, economic crimes, public official crimes, election crimes, defense business crimes, and major disasters are the scope of crimes that prosecutors can initiate investigations.
Chairman Park Byung-seok proposed removing public officials' crimes, election crimes, defense business crimes and major disasters.
In order to reduce the total amount of direct investigation by the prosecution, Park said, "We will reduce the number of special prosecutors from the current six to three, and limit the number of prosecutors left to a certain level."
In addition, in order to prevent "separate investigations," it was pointed out that investigations beyond criminal unity and identity in the case of transfer will be prohibited.
The Democratic Party of Korea held a general meeting of lawmakers earlier in the day and discussed Chairman Park Byung-seok's mediation plan, and said it accepted it. Park Hong-geun, floor leader of the party, told reporters shortly after the meeting, "We have decided to accept the arbitration plan. We have concluded that we will make up for what is lacking in the arbitration plan in the future," he said.
Kwon Sung-dong, floor leader of the People's Power, also said shortly after the parliamentary meeting, "We decided to accept Park's arbitration plan as a result of fierce discussions," adding, "In fact, the chairman and the floor leaders of the two parties agreed after three or four meetings."
Lee Dong-young, a senior spokesman for the Justice Party, also said in a briefing, "The Justice Party respects and accepts the chairman's proposal to resolve the confrontation between the two parties over prosecution reform and to devote the National Assembly to urgent public welfare issues."
Meanwhile, the ruling and opposition parties accepted Park's arbitration proposal, which is expected to be finalized at a Cabinet meeting next week after refining the bill to suit the arbitration plan.
