브레이크뉴스 정명훈 기자= 더불어민주당은 '검수완박(검찰 수사권 완전 박탈)' 법안을 단독으로 통과시켰다.
국회 법제사법위원회는 27일 0시 10분경 전체회의를 열고, 법안을 표결처리했다. 국민의힘 의원들은 법안 처리를 막기위해 고성을 지르며 회의 진행이 막아섰으나 박광온 법사위원장은 "찬성 의원들은 기립해달라"며 기립 표결을 강행했다.
참석한 법사위원 18명 중 민주당 소속이 10명, 국민의힘 6명, 무소속 등 비교섭단체 소속 2명이다. 민주당 의언과 민형배 무소속 의원 등이 자리에서 일어나 기립표결했고, 검수완박 법안(검찰청법과 형사소송법 개정안)은 전체회의 개의 7분만에 처리됐다.
검수완박 법안이 법사위를 통과함에 따라 민주당은 27일 박병석 국회의장에게 본회의 소집을 요구해 일사천리로 통과시킬 것으로 예상된다.
국민의힘에선 필리버스터(합법적 의사진행 방해) 등을 활용한다해도, 172석을 가진 민주당이 재적의원 3분의2 찬성으로 필리버스터를 강제종결시킬 수 있어 사실상 막기 어렵다는 게 정치권의 지배적인 시각이다.
이날 만약 본회의까지 통과하면 오는 5월 3일 예정된 문재인 정부 마지막 국무회의에서 의결 및 공포는 무난할 것으로 보인다.
한편, 박병석 국회의장의 제시한 검수완박 중재안은 검찰의 직접 수사권을 폐지하는 방향으로 하되, 한시적으로 유지하는 내용이 주 골자다. 법안 공포 4개월 후 4대 범죄(공직자·선거·방위산업·대형참사)에 대해 직접 수사권을 폐지하는 내용이 담겼다.

The Democratic Party of Korea passed a bill to "completely deprive prosecutors of their right to investigate."
The National Assembly's Legislation and Judiciary Committee held a general meeting at around 00:10 on the 27th and voted on the bill. Members of the People's Power shouted to block the proceedings of the meeting to prevent the bill from being processed, but Park Kwang-on, chairman of the Judiciary Committee, pushed ahead with a standing vote, saying, "The lawmakers in favor should stand up."
Of the 18 members of the judiciary committee who attended, 10 belonged to the Democratic Party, 6 members of the people's power, and 2 members of non-consultative groups, including independents. The Democratic Party of Korea's will and independent lawmaker Min Hyung-bae stood up and voted, and the prosecution and completion bill (revision of the Prosecutors' Office Act and the Criminal Procedure Act) was processed in seven minutes.
With the bill passed by the Legislation and Judiciary Committee, the Democratic Party of Korea is expected to request National Assembly Speaker Park Byung-seok to convene a plenary session on the 27th and pass it quickly.
In the power of the people, filibusters are usedEven so, the prevailing view of the political community is that it is virtually difficult to prevent the Democratic Party, which has 172 seats, as it can forcibly terminate the filibuster with the approval of two-thirds of the incumbent lawmakers.
If the plenary session is passed, the decision and promulgation will be easy at the last Cabinet meeting of the Moon Jae In government scheduled for May 3.
On the other hand, the mediation plan proposed by National Assembly Speaker Park Byung-seok should be aimed at abolishing the prosecution's direct investigation right, but the main focus is to temporarily maintain it. Four months after the promulgation of the bill, it included abolishing the right to directly investigate four major crimes (public officials, elections, defense industries, and major disasters).
