브레이크뉴스 정명훈 기자= 대통령직인수위원회는 28일 새 정부가 출범하면 2차 추가경정예산(추경)을 즉시 편성해 코로나19로 손실을 입은 소상공인·소기업에 피해지원금을 지급하겠다고 밝혔다.
안철수 인수위원장은 이날 서울 종로구 통의동 인수위 사무실에서 '코로나19 비상대응 100일 로드맵'이라는 제목으로 이같이 발표했다.
인수위 발표에 따르면 중소기업기본통계상 약 551만개사인 소상공인·소기업이 코로나19 발생 이전과 비교해 2020년 ~ 2021년 입은 손실 규모가 약 54조원에 달한다고 추산됐다.
이는 사회적 거리두기와 영업시간 제한 등 방역조치로 인해 발생한 영업이익 감소액을 기준으로 집계한 수치다.
안철수 위원장은 "이런 숫자는 과학적 추계를 기반으로 해서 계산해낸 것"이라며 "정확한 손실규모 계산은 기본 중에 기본인데 (문재인 정부는) 왜 정확하게 계산하지 않았는지 이해가 안 간다"고 설명했다.
인수위는 소상공인 누적 손실 분석 자료를 바탕으로 업체 규모나 피해 정도, 업종별 피해 상황 등을 종합해 피해지원금을 차등 지급할 계획이다. 피해지원금의 액수는 최대 600만원 수준으로 검토 중이다.
인수위는 또한 실질적 도움을 주기 위해 손실보상제 강화도 추진한다. 오는 6월까지 올해 1분기·2분기에 대한 손실보상률을 현행 90%에서 더 끌어올리는 한편 하한액도 현행 50만원보다 인상하겠다고 했다.
이와 관련 안철수 위원장은 "손실보상이 작년 3, 4분기 때는 추정 손실의 80%를 지급했고, 4분기는 추정 손실의 90%를 지급했다"면서 "이제 올해 1분기부터는 온전한 손실보상을 하겠다. 실제로 100%를 드리겠다는 생각이다"고 말했다.
그는 또 "지난해 7월 7일 이전의 손실에 대해선 피해지원금이라는 이름으로 지원하고자 한다"며 "(그렇게 되면) 코로나19가 우리나라에 퍼진 2년치에 대해 온전한 보상을 하는 것이다. 여기에 현금 지원뿐 아니라 금융 구조 패키지 등 여러 방식을 통해 온전한 손실보상을 하겠다는 게 전체적 내용"이라고 설명했다.
