김지철 충남교육감 예비후보가 입학지원금 제도를 단계적으로 도입하기로 했다.
김지철 예비후보는 8일 어버이날을 맞아, 이 같은 내용을 핵심으로 하는 학부모를 위한 공약을 내놓았다.
초등학교에 입학하는 학생의 학부모부터 시작해 중학교와 고등학교 신입생 학부모까지 단계적으로 입학지원금 도입을 적용하기로 했다.
입학지원금은 자녀가 진학할 때 가방이나 실내화, 학용품 등의 필요한 물품을 학부모가 사는 데 들어가는 비용을 일정 부분 지원하는 제도다.
헌법 31조 3항의 ‘무상교육은 무상으로 한다’라는 정신에 맞춰, 공교육과 간접적으로 연결된 물품도 교육청이 최대한 부담하겠다는 취지다. 더불어 교육의 공공성을 강화하고 보편적 교육복지를 실현하기 위해서다.
지원 액수는 예산과 신입생 준비 평균 비용, 충남도와의 협의 등을 고려해 정할 계획이다. 현재 입학준비금이라는 이름으로 시행 중인 서울교육청은 초등 1인당 20만원, 중·고 1인당 30만원을 지원하고 있다.
광주교육청은 초등 1인당 10만원, 중·고 1인당 25만원을 지원하고 있다. 올해부터 초등학교 신입생 학부모에게 지원하는 울산교육청은 1인당 10만원을 책정했다.
이들 교육청은 교복도 지원금 대상 품목에 포함했지만, 충남교육청은 이미 교복 비용을 무상으로 지원하고 있기에 학용품 등 보다 실질적인 물품 지원이 가능할 것으로 전망했다.
충남에서는 태안군(초·중)과 홍성군(고)이 올해부터 지방자치단체 차원에서 입학지원금 지원하고 있다.
앞서 김지철 후보는 교육감 재임 시절, 학부모의 경제적 부담을 덜어주고자 무상교육 실현에 힘을 썼다.
2019년도부터 충남도와 함께 전국 최초로 고교 전체학년을 대상으로 수업료, 학교운영지원비, 교과서비를 지원하는 무상교육을 시작했다.
2019년 중학교 신입생 교복비 지원 사업을, 2021년 사립유치원에 다니는 만3세, 4세, 5세 모든 유아에게 유아교육비 추가 지원을 시행한 바 있다.
이와 함께 ▲지역별 생태환경 학부모 동아리(위원회) 운영 ▲교육공동체 소통 지원 서비스 ‘소통톡’ 운영 ▲시군 학부모지원센터 운영 강화 ▲가족과 함께 하는 체험 학교 운영(아버지 아카데미, 어머니 스콜레) 등도 추진하기로 했다.
